Summary

Manages the development and implementation of Industrial Security and Export Control management programs for the University. Assesses security threats to the University and plans appropriate strategies and countermeasures. Reviews and analyzes data and devises risk minimization programs. Oversees campus-wide regulatory compliance programs. Serves as the University's representative to community and government agencies for industrial security matters. Creates, develops and generates resources for security programs.

Duties and Responsibilities

  1. Oversees all facets of the daily operations of the organizational unit, ensuring compliance with the University, state, and federal laws, policies, and regulations.
  2. Provides leadership and coordination of the University's Industrial Security, Export Control and other related security programs.
  3. Designs, establishes, and maintains an organizational structure and staffing to effectively acomplish the organization's goals and objectives; oversees the supervision of assigned personnel, which includes work allocation, training and problem resolution; evaluates performance and makes reommendations for personnel actions; motivates employees to achieve peak productivity and performance.
  4. Monitors security threats, gathers information and reports suspicious activities; Conducts risk mitigation and plans appropriate strategies and countermeasures.
  5. Represents the organization to regents/faculty/staff/students, and serves as primary security liaision between the university and governmental agencies and investigative organizations in all Industrial Security and Export Control matters.
  6. Develops and manages annual budgets for the organization and performs periodic cost and productivity analyses; plans and develops strategies and programs for generating revenues for departmental use.
  7. Recommends, participates in the development of, and establishes university policy and procedures; establishes and implements short- and long-range departmental goals, objectives, policies, and operating procedures; monitors and evaluates program efectiveness; effects changes required for improvements.
  8. Serves as an advisor to university planning and policy-making committees on security management issues related to the design and construction of physical facilities.
  9. Manages sensitive security records, databases and reporting; performs and coordinates security inspections, investigations and surveys.
  10. Oversees industrial security functions of remote facilities; oversees electronic access control and intrusion detection and oversight of contract security forces at Research Park; manages and directs the operation of a supporting lock shop.
  11. Performs and coordinates security inspections, investigations, and surveys.
  12. Plans and develops strategies and programs for generating revenues for departmental use.
  13. Performs miscellaneous job-related duties as assigned.

Minimum Job Requirements

  • Bachelor's degree; at least 5 years of experience directly related to the duties and responsibilities specified.
  • Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.

Conditions of Employment

  • Must be able to obtain a Department of Defense security clearance upon hire into this position.
  • Must pass a pre-employment criminal background check.
  • Must maintain Department of Defense security clearance.

Working Conditions and Physical Effort

  • No or very limited exposure to physical risk.
  • Work is normally performed in a typical interior/office work environment.
  • No or very limited physical effort required.
