Under limited supervision, manages the Physical Plant Department remodel division providing building alteration and remodeling services to the UNM main campus community. Provides business management of the internal service enterprise and project management services to Deans, Chairs, or Department Directors. May be required to act as the Qualifying Party and assign contractor's licenses to the university as described by statute governing the operations of the State Construction Industries Division (CID).

Duties and Responsibilities

  1. Supervises large staff of project managers, senior building trades technicians, planners, and estimators which includes recruitment, development and performance management; oversees and directs the work of contract professionals to achieve desired facility planning outcomes.
  2. Develops annual business plan for the Physical Plant Department remodel division which includes targeting appropriate gross service sales goals, marketing the section's services, delivering high value project outcomes, and remaining fiscally solvent.
  3. Develops annual operating budgets and provides fiscal direction to the unit to ensure break-even annual outcome.
  4. Oversees activities of contractors, vendor personnel, and suppliers; Monitors contracts for compliance and controls costs; monitors general expenditures of unit; performs quality control inspections to ensure adherence to contract specifications and industry standards.
  5. Provides professional construction consultation services to clients; translates client's vision of process improvements or program expansion into constructible building modifications; performs value engineering reviews.
  6. Ensures prompt and continuous integration of technical advances in construction methods and improvements in construction management practices that result in faciity life cycle cost reduction and carbon emissions reduction.
  7. Participates in the development and implementation of department safety work order tracking and reporting.
  8. Sustains an industry -standard project archive of completed work incuding record drawings, warranties, and equipment manuals; ensures building modifications are incorporated into the UNM Facility Planning Department master building plan database.
  9. Serves as consultant to the UNM Space Allocation Committee and to the UNM Office of Space Management regarding feasibility/economy of proposed building alteration projects; performs building retain vs. demolish assessments.
  10. Develops and implements systems and processes to establish and maintain records for the operating unit.
  11. Performs miscellaneous job-related duties as assigned.

Minimum Job Requirements

  • Bachelor's degree in related field; at least 5 years of experience directly related to the duties and responsibilities specified. Certification/Licensure State of New Mexico Contractor's License.
  • Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.

Knowledge, Skills and Abilities Required

  • Knowledge of contract documents and specifications.
  • Skill in the use of personal computers and related software applications.
  • Ability to deveop, implement, and enforce safety programs and protocols for building construction trades.
  • Ability to create annual, non-profit enterprise business plans.
  • Ability to analyze and interpret both building construction projects financial data and business enterprise budget metrics.
  • Knowledge of records archiving and/or retrieval.
  • Ability to read schematics and blueprints and/or technical manuals.
  • Ability to supervise and train employees, to include organizing, prioritizing, and scheduling work assignments.
  • Knowledge of federal, state, and local codes and ordinances pertinent to facilities planning, design, construction, and maintenance.
  • Ability to develop and maintain record-keeping systems and procedures.
  • Employee development and performance management skills.
  • Strong facilitation and negotiation skills required to obtain consensus between client and design team regarding project scope vs. construction cost.
  • Ability to coordinate quality assurance programs in area of specialty.
  • Ability to resolve customer complaints and concerns.
  • Ability to create, analyze, and employ project Schedule of Value Reports and PERT/Critical Path construction scheduling technique.
  • Knowledge of faculty and/or staff hiring procedures.

Conditions of Employment

  • Possession of a valid New Mexico driver's license is a requirement for this job.
  • Must pass a pre-employment criminal background check.
  • Successful candidate must submit to post-offer, pre-employment physical examination and medical history check.

Working Conditions and Physical Effort

  • Light physical effort. Requires handling of average-weight objects up to 10 pounds or some standing or walking. Effort applies to no more than two (2) hours per day.
  • Work environment involves some exposure to hazards or physical risks, which require following basic safety precautions.
  • Work may involve moderate exposure to unusual elements, such as extreme temperatures, dirt, dust, fumes, smoke, unpleasant odors, and/or loud noises.

The University of New Mexico provides all training required by OSHA to ensure employee safety.
