Summary

In support of the Office of Vice President for Research initiatives, manages and directs the research activities and information services of bureaus, institutes and/or studies. Serves as an expert and representative for internal and external organizations, the community, and government agencies. Manages and directs proposal development and fundraising activities. Interacts with other University departments on collaborative research projects.

Duties and Responsibilities

  1. Directs an information services and research organization including supervising senior managers, professional economists, demographers, analysts, scientists and/or computer programmers.
  2. Oversees and manages all day-to-day technical, operational, fiscal, and administrative activities of the department, ensuring compliance with University, State, and Federal policies and regulations.
  3. Establishes and implements short- and long-range organizational goals, objectives, strategic plans, policies, and operating procedures; monitors and evaluates programmatic and operational effectiveness, and effects changes required for improvement.
  4. Develops and manages annual budgets for the organization and performs periodic cost and productivity analyses.
  5. Designs, establishes, and maintains an organizational structure and staffing to effectively accomplish the organization's goals and objectives; oversees recruitment, training, supervision, and evaluation of unit staff.
  6. Plans, organizes, and implements strategies for generating external research funding.
  7. Directs and advises on proposal development, policy planning, and development of all research related matters.
  8. Represents the university and/or makes presentations to state legislators/legislature, community/civic groups, the media, prospective clients, government agencies, trade associations, and the general public.
  9. Recommends and participates in the development of University policies and procedures; may serve on University planning and policy-making committees.
  10. Performs miscellaneous job-related duties as assigned.

Minimum Job Requirements

  • Master's degree; at least 5 years of experience directly related to the duties and responsibilities specified.
  • Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.

Knowledge, Skills and Abilities Required

  • Ability to establish, direct, manage, and coordinate the goals, objectives and operational parameters of socioeconomic research programs.
  • Ability to develop and deliver presentations.
  • Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community.
  • Skill in budget preparation and fiscal management.
  • Knowledge of the principles, methodology, processes and techniques of socioeconomic research.
  • Ability to interpret and evaluate client informational needs and to determine appropriate alternative solutions.
  • Knowledge of computer econometric modeling and forecasting principles, techniques and software.
  • Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures.
  • Strategic planning skills.
  • Ability to interpret client needs and information trends and to plan, develop and manage appropriate client services.
  • Ability to identify and secure alternative funding/revenue sources.
  • Ability to supervise and train employees, to include organizing, prioritizing, and scheduling work assignments.
  • Ability to foster a cooperative work environment.
  • Employee development and performance management skills.
  • Knowledge of financial/business analysis techniques.
  • Knowledge of faculty and/or staff hiring procedures.

  • Employees in this job title are subject to the terms and conditions of an employment contract. Employment contracts are typically subject to review and renewal on an annual basis.
  • Employees who provide services or work in patient care or clinical areas are required to be in compliance with the University's influenza vaccination requirement.

Working Conditions and Physical Effort
