Summary

Provides operational management to include planning and organizing workflow, developing, establishing and implementing operating policies and procedures, personnel and budget management, and record maintenance; assists in long-term needs assessment and goal planning.

Duties and Responsibilities

  1. Develops, establishes, implements and interprets policies, procedures and objectives.
  2. Develops and implements systems to maintain records on employees, equipment inventories, compliance activities, and usage statistics.
  3. Plans and implements projects; develops and establishes deadlines, goals, objectives, workflow, and operational procedures.
  4. May participate as a member of management teams which coordinate the goals, decisions and projects involving library departments, branches, and centers.
  5. Perform complex and specialized reference and/or information service activities in a specific operating unit or areas of subject expertise.
  6. Oversees building security and facilities management.
  7. May review, evaluate, and select library materials in areas of expertise for library collection development, and may serve as a liaison to teaching faculty.
  8. May develop annual operating budgets and provides fiscal direction to the unit.
  9. Oversees the supervision of personnel, which includes work allocation and scheduling, training, promotion and enforcement of internal procedures and controls, and problem resolution; evaluates performance and makes recommendations for personnel actions; may hire lower level staff, student employees, volunteers and/or interns.
  10. Performs miscellaneous job-related duties as assigned.

Minimum Job Requirements

  • Bachelor's degree; at least 5 years of experience directly related to the duties and responsibilities specified.
  • Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.

  • Skill in the use of computer with Windows-based operating environment.
  • Ability to develop and maintain recordkeeping systems and procedures.
  • Ability to plan, organize, and oversee the operations of an information service activity or area.
  • Ability to effectively communicate and foster a cooperative work environment.
  • Ability to develop, adapt, implement and assess objectives and operational requirements and to develop and implement suitable operational policies and/or procedures.

  • Ability to create, compose, and edit written materials.
  • Ability to hire, supervise and train employees, to include organizing, prioritizing, and scheduling work assignments.

Distinguishing Characteristics

    Position requires: a) Technical and administrative management of a library operation; b) developing and implementing policies and procedures; c) assisting in long-term needs assessment and goal planning; d) develop and/or manage operating budgets; and e) hiring and supervising staff.

Working Conditions and Physical Effort

  • Some physical effort. May require handling of average-weight objects up to 50 pounds and some standing or walking.
  • No or very limited exposure to physical risk.
  • Work is normally performed in a typical interior/office work environment.
