Summary

Provides leadership, direction and administration of various core information technology (IT) services units under the Chief Information Officer (CIO). Develops, recommends and implements core institutional technology and services directions, policies and strategies with institution-wide impact. Represents the CIO across and outside the university. Performs human resource administration, management of professional staff and of department budgets; and serves as a strategic member of the CIO's management team. Positions in this classification are reserved for units reporting to the CIO.

Duties and Responsibilities

  1. Directs and coordinates the advancement, management and operation of shared core IT services, systems infrastructure, including academic and administrative computing and campus voice and data communications network systems.
  2. Designs, establishes and maintains an organizational structure and staffing to effectively accomplish the organizational goals and objectives; oversees recruitment, training, supervision, and evaluation of unit staff.
  3. Sets priorities, leads and executes new initiatives, programs and projects. Issues directives regarding core IT services in a unit.
  4. Develops and manages annual budgets for the organization and performs periodic cost and productivity analyses. Drives unit's performance to continual improvement.
  5. Directs continuous review of current systems and methods and formulation of new and revised systems and methods, examining techniques in use and determining appropriate changes in a core services unit to drive improvements, reduce costs, and/or enhance efficiency in pursuit of organizational goals. Anticipates change and prepares the organization.
  6. Maintains professional contacts with other universities; research entities; city, state, and federal agencies; equipment manufacturers; and professional organizations concerning computer applications and equipment.
  7. Plans, develops, and implements strategies for generating resources and/or revenues for the organization.
  8. Provides guidance and expertise to administrators in examination and definition of objectives in a core services organization, for existing or proposed systems or sets of systems.
  9. Oversees and may write requests for information and proposals for leading edge technologies in a core services organization; evaluates proposals and negotiates contracts for equipment and systems.
  10. Maintains currency of knowledge with respect to relevant state-of-the-art technology, equipment, and/or systems. Drives timely adoption of appropriate new technologies.
  11. Performs miscellaneous job-related duties as assigned.

Minimum Job Requirements

  • Bachelor's degree; at least 7 years of experience directly related to the duties and responsibilities specified.
  • Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.

Knowledge, Skills and Abilities Required

  • Knowledge and understanding of the current and developing strategic information requirements of a major research university.
  • Knowledge of financial/business/technical analysis techniques.
  • Knowledge of current trends and developments in information technology.
  • Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community.
  • Skill in organizing resources and establishing priorities.
  • Strategic planning and advanced leadership skills.
  • Ability to develop and oversee requests for and evaluate proposals in reference to leading-edge information services technology.
  • Ability to provide strategic guidance and counsel to clientele in the assessment and development of existing and/or proposed systems and manage the direct, indirect and cumulative implications of decisions.
  • Ability to identify and secure alternative funding/revenue sources and to develop, evaluate and select proposals in reference to leading-edge information service.
  • Ability to foster a cooperative work environment.
