Summary

Under general direction, provides integrated research, planning, and technical leadership in the development and implementation of complex large scope information technology initiatives serving the enterprise in a core IT unit providing technology services with broad institutional impact. Identifies key strategic opportunities, and interfaces with leadership and other professionals in the representation, development, and implementation of such initiatives. Establishes the functions required for the successful development and implementation of various complex projects. Positions in this classification are reserved for units reporting to the Chief Information Officer.

Duties and Responsibilities

  1. Serves as a principal point of collaboration, consultation, technical leadership and expertise on large scope, core information technology services projects to both internal and external constituencies on matters within the IT area(s) of focus.
  2. Provides technical leadership on a variety of highly specialized project-related activities requiring expertise in specific scientific/technical areas for core information technology systems and services.
  3. Serves as subject matter expert in a multi-disciplinary design group.
  4. Oversees the supervision of personnel, which includes work allocation, training, promotion, enforcement of internal procedures and controls, and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance.
  5. Identifies and participates in highly specialized evaluations of strategic opportunities pertinent to the objectives of the overall activity for core services projects.
  6. Researches cost projections of projects and recommends appropriate actions with regards to budget; may assist in the identification of funding sources, and development and preparation of funding proposals.
  7. Analyzes unique and/or highly complex, integrated user project proposals for core informational technology services, software, systems, and networks; identifies omissions and errors in requirements and conducts feasibility studies; recommends optimum approach and develops systems and/or applications design for approved projects.
  8. Coordinates the development, implementation, installation, and testing of complex software/systems/networks; reviews designs, analyses, and codes for quality and adherence to standards, ensures reliability of cross-university systems and develops procedures for the maintenance of software/systems/networks.
  9. Independently designs and implements integrated information systems solutions to meet university requirements.
  10. Maintains currency of knowledge with respect to relevant state-of-the-art technology, equipment, and/or systems.
  11. Performs miscellaneous job-related duties as assigned.

Minimum Job Requirements

  • Bachelor's degree; at least 5 years of experience directly related to the duties and responsibilities specified.
  • Completed degree(s) from an accredited institution and/or experience that is directly related to the duties and responsibilities specified may be interchangeable on a year-for-year basis.

Knowledge, Skills and Abilities Required

  • Knowledge of current technological developments/trends in area of expertise.
  • Knowledge of current and emerging internal and external issues impacting on the operational environment.
  • Knowledge of computer/computational science, data analysis, and programming technologies, concepts, and techniques.
  • Advanced knowledge and understanding of concepts, principles, methods, and techniques within a prescribed area of professional specialty.
  • Skill in organizing resources and establishing priorities.
  • Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community.
  • Ability to determine the nature and cause of complex problems and coordinate hardware, software, systems and networks solutions.
  • Ability to act independently and provide leadership at an advanced level of technical expertise.
  • Ability to provide technical guidance and leadership to professional personnel in area of expertise.
  • Ability to plan, design, coordinate installation, test, and modify complex systems, subsystems, and networks.

Distinguishing Characteristics

Conditions of Employment

  • Must pass a pre-employment criminal background check.
  • May be required to pass post-offer, pre-employment physical examination and medical history check.

Working Conditions and Physical Effort

  • Light to moderate physical effort. May require handling of above average-weight objects up to 40 pounds and some standing, walking, crouching, stooping, kneeling, and use of ladders.
  • Work environment may involve some exposure to hazards or physical risks, which require following basic safety precautions.
  • Work is normally performed in a typical interior/office work environment.
