Provides direction and leadership to the financial and accounting, business and administrative, and information technology affairs of the University's centralized Procurement Services function. Serves as deputy Procurement Official for the University, and participates in the development and implementation of strategic plans, policies, objectives, processes, and systems in all areas of the organization. Oversees University procurement operations to ensure that the institution's processes are effective, efficient, and compliant with applicable Federal, State, and University regulations, policies, procedures, guidelines, and codes.

Duties and Responsibilities

  1. Plans and oversees the implementation and management of the University's strategic procurement goals, objectives, plans, and policies; ensures institutional compliance with all applicable Federal, State, and University requirements and guidelines.
  2. Reviews and evaluates the integrated processes, procedures, operating systems, and workflow of all work units within the Procurement Services function to ensure and enhance effectiveness, efficiency, and compliance with overall organizational goals, objectives, and strategic plans.
  3. Provides leadership to the University in the investigation and evaluation of new information technology products; works collaboratively with current computer software providers to improve and enhance software solutions within the framework of instutional IT policies, strategies, and conventions.
  4. Plans and develops comprehensive budgets for all components within the organization; reviews, analyzes, and verifies budgets, ensuring balance of revenues, expenses, and transfers, and prepares integrated budget documents for submission.
  5. Directs and manages specific and consolidated reporting initiatives for the organization; researches and identifies operational and managerial reporting needs and opportunities for purposes of strategic, organizational, and programmatic planning.
  6. Reviews, approves, and oversees individual procurement transactions to ensure compliance with contract law, New Mexico Procurement Code provisions, and University policies, procedures, and guidelines.
  7. Directs and coordinates the strategic and day-to-day human resources development, management, and administration functions of the organization.
  8. Manages and oversees the development, implementation, and administration of technical/operational training programs and initiatives for the staff of the various work components of Procurement Services as well as departmental end users of the organization's services.
  9. Oversees the supervision of personnel, which includes work allocation, training, promotion, enforcement of internal procedures and controls, and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance.
  10. Serves as a member of the organizational management team; deputizes for or represents the organizational principal executive as and when designated.
  11. Recommends and participates in the development of university policies and procedures; may serve on university planning and policy-making committees.
  12. Performs miscellaneous job-related duties as assigned.

Minimum Job Requirements

  • Bachelor's degree; at least 7 years of experience directly related to the duties and responsibilities specified.
  • Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.

Knowledge, Skills and Abilities Required

  • Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures.
  • Skill in organizing resources and establishing priorities.
  • Thorough knowledge and understanding of institutional procurement processes, policies, and procedures, as applied to a public university.
  • Knowledge and understanding of Federal, State, and local public sector procurement regulations, policies, procedures, and guidelines.
  • Strategic planning and leadership skills.
  • Knowledge and understanding of contracting processes and related federal, state, and local regulations.
  • Ability to supervise and train employees, to include organizing, prioritizing, and scheduling work assignments.
  • Advanced analytical, evaluative, and objective critical thinking skills.
  • Knowledge of current and emerging hardware and administrative software technologies and their application to procurement services.
  • Knowledge of information systems development methods, processes, and techniques.

  • Strong communication skills and the ability to interact effectively at all organizational levels.
  • Demonstrated operational and technical knowledge of Enterprise Resource Planning systems, such as SCT Banner.
  • Skill in financial planning and fiscal management.
  • Knowledge of faculty and/or staff hiring procedures.

Working Conditions and Physical Effort

  • No or very limited physical effort required.
  • No or very limited exposure to physical risk.
  • Work is normally performed in a typical interior/office work environment.
