In support of the Assistant Vice Presidents for Institutional Support Services (ISS), directs, leads and provides administrative oversight of multiple component organizations, ensuring alignment across organizations with the institution's requirements, goals and objectives. Provides administrative leadership and oversight for key operational functions across the ISS Division, including oversight of fiscal, human resources, marketing, project management, and other operational functions. Represents the organizations to senior administration and other key internal and external constituents.

Duties and Responsibilities

  1. Directs, oversees, and integrates the activities of multiple component departments within the ISS Division, ensuring cohesion, consistency and effectiveness; aligns activities within component departments with the ISS and University missions, goals and strategic plans and ensures compliance with University, state, and federal laws, policies and regulations.
  2. Establishes and implements short- and long-range organizational goals, objectives, strategic plans, policies, and operating procedures; monitors and evaluates programmatic and operational effectiveness, and effects changes required for improvement.
  3. Oversees and monitors the development, preparation, integration, and implementation of the annual budgets for all component organizations, in collaboration with ISS leadership; plans, develops, and implements methods and facilities for enhancing revenue sources and or generating new revenue sources for the organization.
  4. Manages and oversees the delivery of centralized shared services serving multiple component departments and units; identifies opportunities to streamline administrative, human resources, fiscal, and other operational processes and allocate resources for maximum effectiveness and efficiency of services.
  5. Manages and administers a large, diverse team of professional/technical and support staff, both directly and through lower level managers and supervisors.
  6. Builds and maintains successful working relationships and coordination with a wide range of offices, staff, and stakeholders, internal and external to the University.
  7. Anticipates, identifies and troubleshoots issues of concern or significance; exercises discretion to provide timely information and necessary updates across multiple stakeholders.
  8. Identifies and participates in the evaluation of strategic opportunities pertinent to the objectives of the organization, in collaboration with senior management; represents the organization to senior management and promotes the development of strategic programs.
  9. May serves as a designee on various departmental, divisional, and University policy-making committees; participates directly in the formulation of policy, ensuring that administrative, operational and human resources practices comply with University regulations, policies, and appropriate laws.
  10. Performs miscellaneous job-related duties as assigned.

Minimum Job Requirements

  • Bachelor's degree; at least 7 years of experience directly related to the duties and responsibilities specified.
  • Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.

Knowledge, Skills and Abilities Required

  • Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures.
  • Knowledge of University business practices and procedures.
  • Ability to analyze complex problems, interpret operational needs, and develop integrated, creative solutions.
  • Skill in business and financial planning and management.
  • Advanced verbal and written communication skills and the ability to present effectively to small and large groups.
  • Demonstrated ability to successfully direct, coordinate, and strategically integrate multiple developmental, enhancement, and/or modification projects at an institutional level.
  • Ability to effectively manage a large, diverse team of technical managerial/supervisory, professional, and support staff.
  • Knowledge and understanding of organization structure, workflow, and operating procedures.
  • Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community.
  • Ability to develop successful collaborative relationships at all levels within the organization.
  • Knowledge of budgeting and fiscal management principles and procedures.
  • Ability to make strategic, operational and administrative decisions in response to emerging and changing circumstances.

  • Employees who provide services or work in patient care or clinical areas are required to be in compliance with the University's influenza vaccination requirement.

Working Conditions and Physical Effort
