Summary

Manages and coordinates the day-to-day activities and infrastructure of a specified, centralized medical billing operations group servicing an assigned area of medical practice within the Health Sciences Center. Participates in the development and implementation of operating policies and procedures, as appropriate to the objectives of the unit. Prepares financial and/or operational analyses and reports, and audits current procedures to monitor and improve efficiency of operations. Manages a diverse team of patient accounts staff, including one or more subordinate supervisors.

Duties and Responsibilities

  1. Oversees the medical coding of multiple clinical department specialties.
  2. Serves as principal liaison with managers and administrators of assigned clinical departments related to day-to-day medical coding activities.
  3. Ensures that medical coding teams within the group are conducted in compliance with Federal, State, and payer regulations, guidelines, and requirements.
  4. Assists in the development and implementation of operating policies and procedures, in accordance with Federal and State regulations and University/UPA policies.
  5. Oversees the supervision of personnel, which includes work allocation, training, promotion, enforcement of internal procedures and controls, and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance.
  6. Reviews and interprets operational data to assess need for procedural revisions and enhancements; participates in the design and implementation of specific systems to enhance revenue and operating efficiency.
  7. Provides advice and assistance to senior management in the planning, implementation, and evaluation of modifications to medical coding.
  8. Prepares the annual operating budget for the group for approval and integration into the overall budget for the operating unit; monitors group compliance with established fiscal parameters.
  9. Provides, oversees, and/or coordinates the provision of training for new and existing coding staff on applicable coding policies, protocols, systems and procedures, standards, and techniques.
  10. Performs miscellaneous job-related duties as assigned.

Minimum Job Requirements

  • High school diploma or GED; at least 2 years of experience managing at least one of the following functional areas: fiscal services, administration and/or human resources AND 3 years of additional experience directly related to the duties and responsibilities specified.
  • Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.

Knowledge, Skills and Abilities Required

  • Skill in the use of computers, preferably in a PC, Windows-based operating environment.
  • Skill in budget preparation and fiscal management.
  • Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures.
  • Ability to use independent judgment and to manage and impart confidential information.
  • Ability to communicate effectively with practicing physicians, clinical management, and clinical technical staff.
  • Knowledge of organization structure, workflow, and operating procedures within a high-volume medical billing environment.
  • Advanced knowledge and understanding of medical billing and/or coding systems, as appropriate to the position.
  • Ability to develop and deliver effective training materials to faculty and staff within area of professional specialty.
  • Ability to supervise and train employees, to include organizing, prioritizing, and scheduling work assignments.
  • Knowledge of Federal, State, and payer regulations regarding medical billing compliance.
  • Ability to foster a cooperative work environment.
  • Working knowledge of mainframe-based medical billing and editing systems.
  • Employee development and performance management skills.

Working Conditions and Physical Effort

  • No or very limited physical effort required.
  • No or very limited exposure to physical risk.
  • Work is normally performed in a typical interior/office work environment.

The University of New Mexico provides all training required by OSHA to ensure employee safety.
