Summary

Plans, directs, and evaluates all aspects of the integrated police and security operations for the University and its various campuses, ensuring optimal coordination and efficiency of services and programs, and ensuring enforcement of all local, State, and Federal laws and relevant University policies and procedures. Oversees the management and coordination of all campus public safety functions including, but not limited to, University Police and security services. Serves as contract administrator for security services provided by outside vendors.

Duties and Responsibilities

  1. Provides strategic leadership and direction to the University's internal and contracted public safety components, ensuring that optimal integration, synergy, and cost-efficiencies are obtained in the development and administration of operating plans, systems, and procedures.
  2. Provides strategic planning and guidance in the establishment and administration of police and security programs across all campuses of the University, ensuring that all operations support the University's mission, strategic plan, and business goals and objectives.
  3. Directs and oversees the planning, development, implementation, and management of the University's access control and intrusion detection programs, systems, and initiatives.
  4. Directs and coordinates response in emergency situations of broad significance to the University and/or affecting critical University components.
  5. Establishes and implements short- and long-range organizational goals, objectives, strategic plans, policies, and operating procedures; monitors and evaluates programmatic and operational effectiveness, and effects changes required for improvement.
  6. Designs, establishes, and maintains an organizational structure and staffing to effectively accomplish the organization's goals and objectives; oversees recruitment, training, supervision, and evaluation of unit staff.
  7. Represents the University to various institutional divisions as well as externally to governmental agencies, vendors, students and their parents, and/or the general public. Must establish and maintain strong coalitions with various community groups.
  8. Develops and manages annual budgets for the organization and performs periodic cost and productivity analyses.
  9. Recommends and participates in the development of university policies and procedures; may serve on university planning and policy-making committees.
  10. Plans, develops, and implements strategies for generating resources and/or revenues for the organization.
  11. Serves as Campus Security Authority as outlined by the Clery Act.
  12. Performs miscellaneous job-related duties as assigned.

Minimum Job Requirements

  • Bachelor's degree; at least 7 years of progressively responsible experience in law enforcement, with a preference of 3-5 years of law enforcement experience in a university setting, and 5 years functioning in a command position (lieutenant or above).
  • Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.

Conditions of Employment

  • Possession of or ability to obtain a valid New Mexico Driver's License within 30 days of date of hire is a requirement of this job.
  • Employees in this job title are subject to the terms and conditions of an employment contract. Employment contracts are typically subject to review and renewal on an annual basis.
  • Must be able to secure and maintain appropriate level of Federal security clearance.
  • Must pass a post-offer, pre-employment physical examination including drug scan and psychological evaluation.
  • New Mexico certification as a Law Enforcement Officer must be obtained within six (6) monthts to one (1) year of date of hire.
  • Employees who provide services or work in patient care or clinical areas are required to be in compliance with the University's influenza vaccination requirement.

Working Conditions and Physical Effort

  • Moderate physical activity. Requires handling of average-weight objects up to 25 pounds or standing and/or walking for more than four (4) hours per day.
  • Work environment involves some exposure to hazards or physical risks, which require following basic safety precautions.
  • Work may involve moderate exposure to unusual elements, such as extreme temperatures, dirt, dust, fumes, smoke, unpleasant odors, and/or loud noises.

The University of New Mexico provides all training required by OSHA to ensure employee safety.
