Summary
Within the Division of Parking and Transportation Services, oversees, coordinates, and quality controls the daily operations of the University's motor vehicle and rental fleets and parking facilities. Ensures cost-efficient operations, excellent customer service, and compliance with all relevant laws, regulations, and policies. Manages the maintenance, disposition, and control of parking facilities and equipment; oversees vehicular maintenance and other services for University fleet Supervises technical and administrative support staff.
Duties and Responsibilities
Oversees all facets of the daily operations of fleet services and parking facilities, ensuring compliance with University, state, and federal laws, policies, and regulations.
Supervises personnel which typically includes recommendations for hiring, dismissing, performance evaluation, training, work allocation, and problem resolution.
Coordinates work assignments with internal and external stakeholders to ensure repairs and maintenance for vehicles and pay stations are completed on-time; schedules and organizes workflow and priorities.
Develops operating goals and objectives for the unit; implements and administers methods and procedures to enhance operations, as appropriate to the unit.
Assists technicians with advanced automotive computer diagnostics, as well as diesel, gasoline, and compressed natural gas vehicular diagnosis and repair.
Oversees and coordinates the control of equipment inventories for the unit, including proper care in the use and maintenance of equipment and supplies; ensuring that all materials, supplies, and equipment received for the department or project are processed and distributed in a timely manner.
Assists in the annual budget planning process and regularly monitors expenditures. Provides purchasing and accounting paperwork such as small purchase orders and requisitions; prepares purchasing card statements for settlement; reconciles invoices with purchase orders in preparation for payment processing.
Prepares daily work orders and tracks technician flagsheets; calculates available, actual, and billable times per tech per flagsheet; monitors shop productivity to ensure positive cash flow in both automotive and rental fleet operations.
Maintains various databases for information regarding vehicle information, billing, flagsheets, work orders, estimates, repairs, data on the number, status, and availability of parking spaces in all areas of the campus. Prepares monthly reports, as well as ad hoc reports requested by departments.
Monitors, oversees, and inspects all university parking facilities to include structures and lots, to ensure proper maintenance and care; assists with campus parking facilities construction; monitors the effect of other campus construction on parking facilities and makes recommendations to management; assists in the planning and development process for new parking facilities.
Performs and/or oversees snow removal as required.
Performs miscellaneous job-related duties as assigned.
Minimum Job Requirements
High school diploma or GED; at least 5 years of experience directly related to the duties and responsibilities specified.
Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.

Knowledge of state and federal laws, regulations, and guidelines pertaining to the provision and use of public parking facilities.

Distinguishing Characteristics
Position requires: a) Ability to plan, organize, and coordinate the operations of an automotive repair and maintenance shop; b) Knowledge of vehicle fleet rental principles, systems, and procedures; and c) Knowledge of high-volume parking facilities, methods, and requirements.
Conditions of Employment
Possession of a valid New Mexico driver's license is a requirement for this job.
Possession of a valid New Mexico Commercial Driver's License (CDL) with a Passenger Endorsement is a requirement for this job.
As a CDL driver, the employee will be required to comply with all provisions of DOT Regulation 49 CFR Parts 40 and 382, including random drug and alcohol testing.
Must maintain certification status.
Working Conditions and Physical Effort
Moderate physical activity. Requires handling of objects that can weigh up to 50 pounds (or greater mass that require mechanical assistance). Standing or walking may occur up to 40% of time.
Work is normally performed in an interior/office or workshop environment.
Work environment involves some exposure to hazards or physical risks, which require following basic safety precautions.
Work may involve moderate exposure to unusual elements, such as extreme temperatures, dirt, dust, fumes, smoke, unpleasant odors, and/or loud noises.
