Summary

Reporting to the Director of Crisis Management and Preparedness, coordinates all emergency planning and operations for the University, to include University-wide emergency preparedness programs, and initiatives. Participates as a member of the University Threat Assessment Team and CARE program. Collaborates with various internal and external stakeholders. Provides community education in emergency management principles and procedures.

Duties and Responsibilities

  1. Coordinates and leads the administrative and daily operations of the institution's emergency management program.
  2. Participates in planning, developing, and implementing emergency management programs and related initiatives for the University, in accordance with national, state, and local emergency preparedness requirements and standards.
  3. Responds to various emergency situations campus-wide, as needed; notifies department director of new and emerging situations.
  4. Collaborates with various institutional divisions as well as externally to media, government agencies, funding agencies, and/or the general public, regarding the emergency management program.
  5. Participates in development, implementation and maintenance of policies, objectives, short-and long-range planning; develops and implements projects and programs to assist in accomplishment of established goals.
  6. Assists in the development and implementation of all University-wide hazards programs, strategies, and initiatives; leads implementation efforts.
  7. Serves as a liaison with local, state, and national agencies, to include the emergency management, departments of public health and safety and other similar agencies.
  8. Contributes to the planning and development of educational, training, and outreach activities and programs; leads presentation of lectures and/or workshops.
  9. Coordinates and leads drills and exercises to ensure University-wide emergency management preparedness.
  10. Serves as Campus Security Authority as outlined by the Clery Act.
  11. Performs miscellaneous job-related duties as assigned.

Minimum Job Requirements

  • Bachelor's degree; at least 3 years of experience directly related to the duties and responsibilities specified.
  • Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.

Knowledge, Skills and Abilities Required

  • Knowledge of emergency management programs and operations.
  • Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community.
  • Knowledge and understanding of institutional emergency management principles, procedures, and standards.
  • Knowledge of local, State, and Federal emergency systems and agencies, to include law enforcement, fire prevention/protection, and emergency medical services.
  • Knowledge of federal, state, and local regulations and guidelines related to emergency management and disaster medical assistance.
  • Ability to maintain confidentiality, exercise sound judgment, and handle high-pressure situations calmly and professionally.
  • Familiarity with emergency response protocols and crisis management procedures.
  • Advanced working knowledge of hospital and university specific disaster planning, processes, systems, recovery, and resource requirements.
  • Ability to plan, organize and direct multiple programs and activities.
  • Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures.
  • Ability to develop, plan, and implement short- and long-range goals.
  • Knowledge of procedures and techniques for the provision of outreach services.
  • Ability to develop and present educational programs and/or workshops.
  • Knowledge of chemical, biological, radiological, nuclear, and explosive (CBRNE) hazards, and response and mitigation procedures and techniques.

Conditions of Employment

  • Employees who provide services or work in patient care or clinical areas are required to be in compliance with the University's influenza vaccination requirement.

Working Conditions and Physical Effort

  • Moderate physical activity. Requires occasional handling of items up to 50 pounds.
  • Work environment involves exposure to potentially dangerous materials and situations that require following extensive safety precautions and may include the use of protective equipment.
  • Work may involve moderate exposure to unusual elements, such as extreme temperatures, dirt, dust, fumes, smoke, unpleasant odors, and/or loud noises.

The University of New Mexico provides all training required by OSHA to ensure employee safety.
