Summary
Under general oversight of the Assistant Vice President for Facility Services, directs the planning, administration, and operations of all utilities, engineering services, and energy management needs for the University's Albuquerque campuses and other UNM-owned properties. Provides strategic leadership and guidance in the development, coordination, and financial planning for capital projects and long-term planning initiatives. Oversees the coordination of utility infrastructure and energy systems in alignment with institutional goals. Collaborates and collaborates with internal and external stakeholders regarding utilities, energy, and facilities management for all new capital improvement projects.
Duties and Responsibilities
Directs and oversees all aspects of the University's utilities, engineering services, and energy management needs to ensure compliance with University, local, state, and federal laws, policies, standards, and regulations.
Develops and recommends operating goals and objectives for the unit; recommends, implements, and administers methods and procedures to enhance operations, evaluates programmatic and operational effectiveness, and effects changes required for improvement.
Oversees the Supervision of personnel, which includes work allocation, training, promotion, enforcement of internal procedures and controls, and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance.
Works in partnership with key stakeholders in the planning and construction of all new buildings as well as major renovation and repair of existing facilities, including development and maintenance of long-range utility master plan(s) and energy management systems.
Develops and manages annual capital and operating budgets for the unit and performs productivity analyses. Advises University administration on funding needs to adequately maintain existing utility and energy systems and for various capital improvement and maintenance projects.
Manages the prioritization, planning, and capital funds necessary to address deferred maintenance and other improvement needs for University facilities, grounds, and infrastructure. Ensures appropriate campus stakeholder engagement and involvement throughout building renewal and replacement processes.
Oversees, reviews, and coordinates unit expenditure and fiscal control procedures in accordance with established financial regulations, policies, and guidelines. Reviews and approves external contracts, ensuring that work is performed according to contractual terms and in compliance with all institutional, state, and federal laws, guidelines, and regulations.
Reviews campus demands for utilities and coordinates economical production of utilities to meet demands; makes recommendations and participates in the planning and establishment of new and/or enhanced utility services. Provides regular reporting to stakeholders regarding usage and performance metrics. Develops annual utility rates and associated budgets.
Provides high-level engineering consultation and systems design services, and oversees, coordinates, and monitors the quality of internal engineering consulting services provided to faculty and staff.
Oversees and manages building and utility control systems to ensure efficient and reliable operations within established specifications.
Manages and coordinates decision-making in emergency situations affecting critical components of the university, such hospital components or the computer center.
Recommends and participates in the development of University policies and procedures; may serve on University planning and policy-making committees.
Performs miscellaneous job-related duties as assigned.
Minimum Job Requirements
Bachelor's degree in Engineering; at least 7 years of experience directly related to the duties and responsibilities specified.
Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.
Knowledge, Skills and Abilities Required
Advanced knowledge and understanding of utility plant engineering and operations.

Knowledge of general accounting principles and financial/business analyses.
Ability to negotiate and manage contractual arrangements.

Employees in this job title are subject to the terms and conditions of an employment contract. Employment contracts are typically subject to review and renewal on an annual basis.
Possession of a valid New Mexico driver's license is a requirement for this job.
