Summary

Under limited supervision, manages and coordinates all aspects of the operation and maintenance of the university district energy systems which consist of multiple sites and facilities. Oversees the operation and maintenance of the campus electric power generation and district heating and cooling system. Manages the production, distribution, treatment, and maintenance of all primary utilities, such as electricity, steam, chilled water, compressed air, domestic water, and natural gas. Supports activities associated with the planning, budgets, development, coordination, and implementation of the division's strategies and plans.

Duties and Responsibilities

  1. Oversees the implementation of utility system strategic plans, programming, and central plant delivery strategies, to ensure the reliable and economic delivery of utilities to the campus.
  2. Plans and organizes all facets of the day-to-day division activities to meet short- and long-range goals and objectives. Ensures compliance with state and federal laws, university policies and regulations, and operating prodcedures; ensures that operation and maintenance activities generally conform to fiscal, budgetary, and planning objectives.
  3. Oversees the supervision of personnel, which includes work allocation, training, and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance.
  4. Manages and oversees the operation, maintenance and repairs of associated infrastructure systems, such as potable water, gas, electrical, chilled water, steam and condensate.
  5. Assists in the creation of short and long-term operating plans that include projections for fuel, electricity use and generation, equipment deployment, personnel allocation, maintenance plans, and capital plans. Assists with the development of budgets and/or capital planning.
  6. Analyzes department operations, implements and executes optimized economic operating plans, and makes recommendations for significant operational improvements as appropriate.
  7. Oversees the implementation of safety and environmental programs, to include training and reporting, to ensure departmental compliance with established safety policies, procedures, and regulations.
  8. Ensures that the operation of the campus potable water system complies with all applicable regulations, guidelines, and standards.
  9. Establishes, coordinates and administers all utilities maintenance agreements and contracts for the organization.
  10. Participates in the development of objectives and policies designed to maximize efficiency and economy in the operation of equipment and utility production services.
  11. Oversees the implementation of major and minor renovation, renewal, and capital projects.
  12. Coordinates utility plant systems interface requirements with external organizations during the planning, engineering, and construction of all new buildings and major renovations/repairs of facilities.
  13. Plans, develops, and implements a computerized maintenance management system for the division.
  14. May serve on various university planning and policy making committees.
  15. Performs miscellaneous job-related duties as assigned.

Minimum Job Requirements

  • High School Diploma or GED; at least 10 years of experience directly related to the duties and responsibilities specified.
  • Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.

  • Ability to analyze expenditures for compliance with budget provisions.
  • Ability to manage and supervise renovation, renewal, and capital projects.
  • Knowledge of computerized maintenance management systems, with particular reference to work orders, preventive maintenance, inventory control, and equipment history.

Conditions of Employment

  • Possession of a valid New Mexico driver's license is a requirement for this job.
  • Must pass a pre-employment criminal background check.
  • Successful candidate must submit to post-offer, pre-employment physical examination and medical history check.

Working Conditions and Physical Effort

  • No or very limited physical effort required.
  • Work environment involves some exposure to hazards or physical risks, which require following basic safety precautions.
  • Work involves moderate exposure to unusual elements, such as extreme temperatures, dirt, dust, fumes, smoke, unpleasant odors, and/or loud noises.
