Summary
Under indirect supervision, develops, implements, and oversees water quality regulatory compliance and internal water quality control activities for the University's Utilities component. Oversees the analysis and chemical treatment of a comprehensive range of water operating systems, ensuring compliance with relevant Environmental Protection Agency regulations and other regulations and legislation applicable to a large scale drinking water system. Supervises assigned staff engaged in the operation and maintenance of the University's potable water system and equipment. May work weekends and/or on a shift basis, as required.
Duties and Responsibilities
Supervises personnel which typically includes recommendations for hiring, firing, performance evaluation, training, work allocation, and problem resolution.
Oversees, coordinates, and monitors potable water systems, equipment, wells, distribution, control, and reporting systems.
Obtains, reviews, and analyzes water samples to ensure compliance with governmental regulations for potable water systems; guides and trains staff in potable water sampling and in the application of relevant government regulations.
Collects and analyzes water samples to ensure compliance with governmental regulations for potable water systems; guides and trains technical staff in potable water sampling and in the application of relevant governmental regulations.
Plans, designs, and installs chemical treatment equipment and electronic programming for chemical feed systems, based on calculations of systems requirements to maintain control parameters on boilers, cooling towers, potable water systems, and related equipment.
Researches and reviews current and developing federal, state, and local water quality laws, regulations, and programs to determine potential impact on the University's water systems.
Manages all day-to-day aspects of the University's water programs; orders and maintains inventory, sets up chemical injection points, and oversees the transfer of all hazardous chemical materials.
Oversees the disinfecting of the total water distribution system, the reservoir, and smaller potable water lines during the repair and/or construction of piping systems
Oversees the proper operation and maintenance of the domestic water wells to ensure that water quality and security is maintained; participates in ground water studies to assess aquifer status for use in potable water resource planning, and in the planning and implementation of construction and maintenance projects to ensure compliance with water quality standards and requirements.
Ensures proper water treatment for boilers, chillers, cooling towers, and conditioned water systems; provides consultation and advice to colleagues regarding the application of state-of-the-art water treatment methods, systems, and techniques.
Inspects and monitors chemical feed equipment and identifies reasons for malfunctions; performs minor maintenance and repairs, as necessary.
Receives, assigns, and assures completion of all work orders pertaining to water systems; maintains the Material Safety Data Sheet; participates in an on-call program for response and support of emergency situations involving the potable water system.
Serves as a primary liaison with federal, state, and local water quality regulatory authorities; prepares compliance reports and correspondence to government agencies; serves as Chemical Officer for the division, and represents the division in matters concerning the University's Chemical Safety Program.
Creates, composes, and edits technical and/or administrative correspondence, using computers and relevant software applications.
Supports, promotes, and utilizes computerized maintenance management systems.
Supports and assists maintenance personnel in the timely and effective achievement of maintenance schedules; provides opportunities for training on routine preventive maintenance activities, as appropriate.
Performs miscellaneous job-related duties as assigned.
Minimum Job Requirements
High school diploma or GED; at least 5 years of experience directly related to the duties and responsibilities specified.
Certification/Licensure
New Mexico Environment Division (NMED) Water Systems Operator Level IV Certificate.
Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.
Knowledge, Skills and Abilities Required
Knowledge of supplies, equipment, and/or services ordering and inventory control.

Ability to manage all aspects of the disinfecting and treatment of a complex water distribution system.
Ability to perform tests and analyses to determine water potability.
Ability to supervise and train assigned staff including organizing, prioritizing, and scheduling work assignments.
Ability to interpret utility plant operational data and make service decisions.
Distinguishing Characteristics
Position requires: a) day-to-day functional and administrative supervision of water treatment techs b) identifying and recommending water quality and delivery improvement practices; c) serving as a primary point of liaison with governmental authorities on potable water compliance issues, and as Chemical Officer for the Utilities division; d) possession of NMIED Water Systems Operator Level IV license, as well as Water Sampling Certificate.
Conditions of Employment
Possession of a valid New Mexico driver's license is a requirement for this job.
Must pass a pre-employment criminal background check.
Must obtain CPR and First Aid certification within 6 months of date of hire.
Must obtain Anderson Schools of Management Basic Management Certificate and Advanced Management Certificate or equivalent training within 18 months of date of hire.
Must obtain New Mexico CID low pressure and high pressure boiler licenses within 18 months of data of hire.
Successful candidate must submit to post-offer, pre-employment physical examination and medical history check.
Working Conditions and Physical Effort
Work involves almost constant exposure to unusual elements, such as extreme temperatures, toxic chemicals, biohazardous materials, dirt, dust, fumes, smoke, and/or loud noises.
Moderate physical activity. May require physical effort including lifting up to 25 pounds and some extended periods of standing or walking.
Work may on occasion involve exposure to potentially dangerous materials and situations that may require following extensive safety precautions and may include the use of protective equipment.
The University of New Mexico provides all training required by OSHA to ensure employee safety.
