Summary
Oversees the control systems and metering of steam, condensate, chilled water, potable water, compressed air, natural gas, and electric power generation to the University. In conjunction with the systems analyst, oversees and coordinates the operation of the utility plant energy management and control systems, and the metering, monitoring, and verification program. Supervises repair and maintenance of all controls and metering instrumentation assigned to the division.
Duties and Responsibilities
Supervises personnel which typically includes recommendations for hiring, firing, performance evaluation, training, work allocation, and problem resolution.
Oversees and coordinates the design and planning of metering systems, and electronic and pneumatic control systems.
Performs quality assurance inspections on all completed jobs; ensures conformance with institutional standards, mechanical codes, OSHA, regulations, lock out-tag out, confined space protocols, Material Safety Data Sheets, engineering specifications, and other local, state, and federal regulations.
Organizes, oversees, and maintains an inventory of test equipment, tools, and supplies; ensures proper care in the use and maintenance of equipment and supplies.
Uses a computer to create, compose, and edit technical and/or administrative correspondence, reports, operating procedures and documentation.
Schedules and supervises maintenance with outside contractors, including replacement and repair of mechanical, electromechanical, and controls equipment.
Plans, schedules, and monitors all work being performed by contractors and physical plant employees within area of responsibility.
Participates in the development, implementation, and maintenance of a computerized maintenance management system, to include corrective and preventive maintenance programs.
Leads and coordinates the installation of new equipment, to include staff training, documentation and establishing maintenance procedures.
Oversees the gauge, meter, and instrumentation calibration programs; maintains all calibration equipment and certifications, and ensures equipment operating gauges, meters, and instrumentation are maintained at all plants to include repair parts, and inventory control.
Follows and promotes continuous improvement of divisional performance, and of safety and environmental policies and procedures.
Promotes and provides support for computerized maintenance management systems.
Performs miscellaneous job-related duties as assigned.
Minimum Job Requirements
High school diploma or GED; at least 5 years of experience directly related to the duties and responsibilities specified.
Certification/Licensure
State of New Mexico CID Electrical specialty (ES3J) Journeyman's License; Technical certification in Instrumentation and/or Controls Systems or related field.
Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.
Knowledge, Skills and Abilities Required
Ability to design, install, maintain, repair and/or modify electrical, electronic, thermal, mechanical, and/or pneumatic control systems.
Knowledge of supplies, equipment, and/or services ordering and inventory control.
Records maintenance skills.
Skill in the use of personal computers and related software applications.
Ability to communicate effectively, both orally and in writing.
Ability to maintain quality and safety standards.
Ability to work in elevated locations up to 75 feet.
Ability to analyze, assess, and reconfigure technical operations within area of specialty.
Ability to program computer controls using manuals and input devices.
Ability to supervise and train employees, to include organizing, prioritizing, and scheduling work assignments.
Knowledge of instrument calibration standards and tolerances.

Ability to inspect, clean, and adjust plant equipment.
Ability to perform inspections and make necessary adjustments to conform to job specifications.
Knowledge of the operation and maintenance of equipment gauges, meters, and instrumentation.
Conditions of Employment
Possession of a valid New Mexico driver's license is a requirement for this job.
Must pass a pre-employment criminal background check.
Successful candidate must submit to post-offer, pre-employment physical examination and medical history check.
Must maintain certification status.
Must have Basic First Aid and Adult CPR/AED Certificates or obtain within 3 months of date of hire.
Working Conditions and Physical Effort
Work involves almost constant exposure to unusual elements, such as extreme temperatures, toxic chemicals, biohazardous materials, dirt, dust, fumes, smoke, and/or loud noises.
Considerable physical activity. Requires heavy physical work; heavy lifting, pushing, or pulling required of objects up to 50 pounds. Physical work is a primary part (more than 70%) of job.
Work environment involves exposure to potentially dangerous materials and situations that require following extensive safety precautions and may include the use of protective equipment.
The University of New Mexico provides all training required by OSHA to ensure employee safety.
