Summary

Coordinates all aspects of capital planning and management to include overseeing the University's annual capital improvement priorities. Provides strategic guidance and oversight in the development, coordination, and implementation of capital plans. Leads request and approval process for campus-wide capital projects.

Duties and Responsibilities

  1. In collaboration with senior leadership, ensures planning and presentation of capital renewal needs coordinate with the institution's broader capital agenda and legislative presentation strategy.
  2. Serves as the University's liaison and representative for capital planning, capital appropriations, capital project approvals, and presentations to governing boards and agencies.
  3. Establishes programs to manage the University's capital portfolio. Develops, oversees, and presents the institution's priorities for integration into the annual and multi-year capital plans.
  4. Represents the University in capital projects and plans with internal units that share campus capital project and planning responsibilities. Works in partnership with leadership across all UNM campuses to coordinate the capital projects and planning of campus environments and facilities.
  5. Develops intra-departmental processes to ensure that facility renewal and modernization needs are integrated into annual capital and multi-year plans. Establishes and manages strategic plans and processes related to capital project and planning processes.
  6. Coordinates approvals for all UNM capital projects and planning expenditures, provides required documentation, and serves a liaison with internal and external approval boards.
  7. Works closely with University project managers, financial officers, Budget Office, and Government Relations throughout the capital projects appropriations process.
  8. May supervise and/or lead lower graded staff and/or student employees.
  9. Recommends and participates in the development of University policies and procedures; may serve on University planning and policy-making committees.
  10. Performs miscellaneous job-related duties as assigned.

Minimum Job Requirements

  • Bachelor's degree; at least 7 years of experience directly related to the duties and responsibilities specified.
  • Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.

Knowledge, Skills and Abilities Required

  • Ability to lead, guide, coordinate, and facilitate strategic planning processes.
  • Ability to analyze and interpret financial data and prepare financial reports, statements and/or projections.
  • Skill in budget preparation and fiscal management.
  • Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures.
  • Knowledge of organizational structure, workflow, and operating procedures.
  • Ability to supervise and train employees, to include organizing, prioritizing, and scheduling work assignments.
  • Ability to develop, plan, and implement short- and long-range goals.
  • Knowledge and understanding of database systems, applications, and tools.
  • Demonstrated knowledge and understanding of strategic facilities design and construction process.
  • Exhibits confidence and professional diplomacy.
  • Strong interpersonal skills and the ability to effectively communicate with a wide range of individuals and constituencies in a diverse community.
  • Ability to analyze complex problems, interpret operational needs, and develop integrated, creative solutions.

Working Conditions and Physical Effort
