Summary
Under general direction, serves as the general manager and chief executive officer of the public television station, New Mexico PBS (NM PBS) and associated activities including satellite, cable, and on-line station operations. Provides leadership and direction in the strategic development and funding programs and activities, and compliance with all rules and regulations governing public broadcasting entities. Works extensively in the community and with Federal, State, and local governments for the benefit of NM PBS and its licensees.
Duties and Responsibilities
Represents NM PBS and licensees (University of New Mexico and Albuquerque Public Schools) at community and business meetings; presents information to legistlative committees, State agencies, Congress, and/or Federal agencies on behalf of NM PBS and its licensees.
Advises administration and board on communications matters affecting public and educational broadcasting; participates in and provides leadership to national and regional professional organizations.
Serves as chief advocate on behalf of the station to potential donors, including foundations, corporations, capital campaign participants, program sponsors, underwriters, and individual givers; actively participates in strategic funding intiatives, and actively pursuing contracts and grants from various agencies.
Serves as principal liaison to station licensees' administration and governing boards; initiates and maintains cooperative relationships with other public broadcasting entities in the state.
Coordinates and cooperates with appropriate departments of the university, public schools, and other agencies in the development of programs and consults with respective agencies on matters relative to the mission of instructional and public television.
Establishes and implements short- and long-range organizational goals, objectives, strategic plans, policies, and operating procedures; monitors and evaluates programmatic and operational effectiveness, and effects changes required for improvement.
Designs, establishes, and maintains an organizational structure and staffing to effectively accomplish the organization's goals and objectives; oversees recruitment, training, supervision, and evaluation of unit staff.
Develops and implements initiatives to expand audience services and update broadcasting, satellite, cable, wireless, and facilities.
Oversees the development of annual operating budgets, as well as cost and productivity analyses.
Oversees and manages the integrated day-to-day operations of the station, to include program development and production, outreach and education, marketing and funding, finance and human resources, broadcast engineering and operations, regulatory compliance, and reporting.
Represents NM PBS on the Commission on Public Broadcasting.
Performs miscellaneous job-related duties as assigned.
Minimum Job Requirements
Bachelor's degree; at least 5 years of experience directly related to the duties and responsibilities specified.
Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.

Knowledge of digital television technology and conversion strategies and processes.

Knowledge of contracts and grants development and management.
Knowledge of federal and state legislative and regulatory agency processes and practices, as applied to public and educational broadcasting.
Knowledge of FCC and CPB regulations and standards.
Knowledge of faculty and/or staff hiring procedures.
Knowledge of regulatory policy as it applies to the broadcasting industry, including proposed spectrum auction and repacking.

Employees in this job title are subject to the terms and conditions of an employment contract. Employment contracts are typically subject to review and renewal on an annual basis.
Employees who provide services or work in patient care or clinical areas are required to be in compliance with the University's influenza vaccination requirement.
