Summary
Manages the administrative and operations support services for public media entity KNME, a Joint Power licensed to the University of New Mexico (UNM) and Albuquerque Public Schools (APS). Oversees television production and distribution operations, including broadcast, satellite, fiber, and internet transmissions. Negotiates contracts and oversees content distribution agreements. Deputizes for the senior executive officer of the entity as required.
Duties and Responsibilities
Manages and oversees the technical and operational aspects of the creation, acquisition, formatting, and distribution of various content. Set, monitor, and ensure formatting standards are accurate.
Oversees the implementation of linear program schedules and the traffic system for on-air and streaming programming.
Oversees the technical production of local content; works directly with KNME content staff to develop production budgets and ensure completion consistent with schedule and assigned budget.
Directs broadcast operations and content distribution on new and emerging media platforms. Sets and maintains formatting standards for all content to be distributed.
Participates in contract negotiations for the national distribution of independently produced content. Responsible for the purchase and production of materials and services for the assigned area of responsibility.
Participates in the development of annual operating budgets and provides fiscal direction to the unit.
Represents the traffic, distribution, and production divisions to various public media organizations as well as externally to professional and community constituencies.
Provides primary oversight of compliance with FCC, CPB, and PBS regulations and guidelines.
Responsible for the digital asset management of content archives.
Interacts with senior management and administrators within the university and, as appropriate, within industry and government, to represent and promote the development of strategic programs.
Designs, establishes, and maintains an organizational structure and staffing to effectively accomplish the organization's goals and objectives; oversees recruitment, training, supervision, and evaluation of unit staff.
Ensures all units are in constant communication with the constituencies they serve in order to provide superior service, and ensure effective communication between units.
Participates in development, implementation and maintenance of policies, objectives, short-and long-range planning; develops and implements projects and programs to assist in accomplishment of established goals.
Performs miscellaneous job-related duties as assigned.
Minimum Job Requirements
Bachelor's degree; at least 7 years of experience directly related to the duties and responsibilities specified.
Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.
Knowledge, Skills and Abilities Required
Knowledge of FCC and other federal, state and local broadcasting regulations.
Knowledge of the latest innovations in the distribution and dissemination of content including emerging media technology, industry trends, and consumer issues.
Knowledge of television broadcast operations methods and procedures.
Knowledge of television broadcast production methods and procedures.
Knowledge of the characteristics, systems, techniques, and requirements of content creation, acquisition and scheduling.
Knowledge of linear broadcast schedules.
Knowledge of content production schedules.
Ability to assess content production techniques, content bundling, and the opportunity for creation of value-added content.
Demonstrated ability to plan, lead, and conduct complex, high-level contract negotiations.
Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures.
Knowledge of budget preparation, cost estimating, monitoring, and fiscal management principles and procedures.
Ability to supervise and train employees, to include organizing, prioritizing, and scheduling work assignments.
