Summary
Under general supervision, manages and oversees all broadcast operations for the University's television station, KNME, to include on-air operations, uplink facilities, remote services, state microwave systems, local program distribution systems, and inbound program streams. Leads a team of skilled broadcast technicians and ensures staff have the necessary competencies and skills to operate within a dynamic technical environment. Serves as the University's subject-matter expert regarding broadcast operations and technology. Ensures compliance with strict scheduling and distribution standards under the Federal Communications Commission (FCC).
Duties and Responsibilities
Oversees all facets of the daily operations of the organizational unit, ensuring compliance with the University, state, and federal laws, policies, and regulations.
Supervises personnel which typically includes recommendations for hiring, firing, performance evaluation, training, work allocation, and problem resolution.
Ensures technical personnel maintain knowledge of dynamic, complex technologies; provides extensive training on a wide variety of subsystems, emergency alert systems, live event manipulation, and other applicable broadcast technologies.
Monitors and ensures compliance with FCC rules and regulations, ensuring technical and operational efficiency of broadcast operations; verifies content availability to air, maintains required logs, upholds station standards, and monitors technical performance for real time and non-real time broadcasts.
Serves as the University's subject-matter expert regarding broadcast operations and emerging broadcast technologies.
Provides input in administrative, strategic, and operational planning and purchasing decisions that impact broadcast distribution systems locally, regionally, and nationally.
Develops short- and long-term goals and action plans to ensure the smooth implementation of various technologies in support of content delivery.
Analyzes, designs, documents, and implements internal reporting systems and procedures for the organization or business entity, within specified functional area of operation, as applicable to the specified functional area of focus.
Represents the University at the local, state, and national level; advises and collaborates with external strategic partners, as appropriate to the position.
Performs miscellaneous job-related duties as assigned.
Minimum Job Requirements
High school diploma or GED; at least 7 years of experience directly related to the duties and responsibilities specified.
Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.
Knowledge, Skills and Abilities Required
Knowledge of FCC and other federal, state and local broadcasting regulations.
Knowledge and understanding of television communications uplink, downlink, microwave, and other distribution systems.
Knowledge of available television communication distribution systems, equipment, and facilities.
Knowledge of on-air and remote broadcasting processes and procedures.
Ability to develop and maintain recordkeeping systems and procedures.
Knowledge of technological developments and directions in area of expertise.
Records maintenance skills.

Conditions of Employment
Possession of a valid New Mexico driver's license is a requirement for this job.
Working Conditions and Physical Effort
