Summary

Under the direction of the Chief Government Relations Officer, provides analysis, tracking, project management, coordination, and administrative support activities related to local, state, and federal legislative strategies. Oversees the daily administrative operations of the organization. Participates in policy implementation, strategy development, and various initiatives that advance the University's goals and objectives.

Duties and Responsibilities

  1. Performs detailed research and analysis of legislation interest; compiles and organizes information for completing reports and special projects; presents findings and recommendations.
  2. Coordinates University's legislative functions, including bill tracking and analysis.
  3. Oversees the daily administrative operations of the organization to include performing administrative support functions.
  4. Provides periodic updates on bill progress; provides reports regarding the status and impacts of pending legislation.
  5. Participates in the planning, development, implementation, administration, and evaluation of programs, activities, and daily operations.
  6. Maintains communications with University leadership, state and/or local government agencies including the legislature, lobbyists, and constituency groups regarding the status of the University's legislative package.
  7. Obtains information from University departments on the impact of pending legislation and regulations; coordinate efforts to present the University's position in support of or opposition to legislation.
  8. Represents and articulates the legislative views and interests of the University and department stakeholders at meetings, conferences, and various functions, as appropriate.
  9. Assists with legislative priorities and outreach; fosters collaborative and interactive relationships with appropriate local, state, and federal stakeholders.
  10. Coordinates routine interactions with legislators, legislative staff, other local and state officials, staff of the New Mexico congressional delegation, federal agency staff, and other government officials/staff.
  11. Participates in the implementation of short and/or long-range organizational goals, objectives, strategic plans, policies, and operating procedures; monitors and evaluates programmatic and operational effectiveness and effectuates changes required for improvement.
  12. Performs miscellaneous job-related duties as assigned.

Minimum Job Requirements

  • Bachelor's degree; at least 3 years of experience directly related to the duties and responsibilities specified.
  • Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.

Knowledge, Skills and Abilities Required

  • Ability to work well under pressure and manage fluctuating priorities to meet deadlines.
  • Knowledge of State and/or local government issues related to higher education.
  • Knowledge of bill enactment process and bill tracking systems.
  • Ability to work effectively with legislators and legislative committees.
  • Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures.
  • Skill in analyzing a broad range of issues and prepare written materials to influence opinions of a wide range of constituencies and legislators.
  • Knowledge of organizational structure, workflow, and operating procedures.
  • Ability to research legislative history and the status of pending legislation and to analyze pending and enacted legislation.
  • Ability to use independent judgment, manage and impart information to a range of internal and external organizations and constituencies.
  • Excellent organizational, verbal, and written communication skills, as well as project management, analytical, planning and presentation.
  • Ability to foster a cooperative work environment.

Conditions of Employment

  • Work odd hours including weekends.
  • Work may, on occasion, involve travel and overnight stay.

Working Conditions and Physical Effort

  • No or very limited exposure to physical risk.
  • No or very limited physical effort required.
  • Work is normally performed in a typical interior/office work environment.
