Summary

Under general supervision, manages and oversees the day-to-day operations of one or more media production facilities. Manages copy and digital media production, maintenance and deployment of multimedia equipment, sale of produced materials, and maintenance of billing and inventory records. May plan, design, and coordinate the production of specialized multimedia instructional products to include printed materials, educational videos and associated aids, educational websites, and/or interactive computer-based training programs for distance education and/or site-delivered formats. Hires and supervises personnel. Oversees marketing and customer services for the operation.

Duties and Responsibilities

  1. Oversees all facets of the daily operations of the organizational unit, ensuring compliance with all relevant laws, regulations, policies, and operating agreements.
  2. Supervise personnel which typically include recommendations for hiring, firing, performance evaluation, training, work allocation, and problem resolution.
  3. Plans and coordinates the business functions of the operation, to include customer service, job scheduling and production, and marketing and advertising activities.
  4. Research, develop and implement policies, procedures and best practices to ensure efficient and safe operation of the unit.
  5. Implements strategies to provide services electronically. May work with educators to analyze needs and to determine goals, objectives, and appropriate delivery methods and media for instructional products.
  6. May plan, design, and coordinate the development of video and/or computer based training products; may work with educators to effectively adapt curriculum content to prescribed media delivery format, may develop scripts and story boards, and may establish graphic design concepts.
  7. Oversees, coordinates, and directs the production and final editing of products, ensuring conformance to specified educational objectives and professional production standards.
  8. Oversees and coordinates the purchasing of supplies. Maintains sales and inventory records.
  9. Maintains a broad knowledge of state-of-the-art computer technology, equipment, and systems; participates in professional development activities as appropriate.
  10. May plan and develop strategies for generating resources and/or revenues for the department.
  11. Performs miscellaneous job-related duties as assigned.

Minimum Job Requirements

  • High school diploma or GED; at least 7 years of experience directly related to the duties and responsibilities specified.
  • Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.

Knowledge, Skills and Abilities Required

  • Ability to supervise and train employees, to include organizing, prioritizing, and scheduling work assignments.
  • Ability to analyze, develop, establish, and maintain efficient office work flow and administrative processes.
  • Knowledge and understanding of all aspects of the efficient and cost-effective operation of a digital electronic publishing facility.
  • Knowledge of retail management principles, practices, regulations, and standards.
  • Knowledge of instructional audio and video production principles, methods, techniques and standards.
  • Ability to understand and interpret educational needs and to develop effective instructional media solutions.
  • Ability to utilize professional audiovisual facilities and equipment.
  • Knowledge of procedures and documentation requirements for compliance with copyright laws and standards.
  • Knowledge of principles and practices of graphic design.
  • Knowledge of supplies, equipment, and/or services ordering and inventory control.
  • Ability to develop, plan, and implement short- and long-range goals.
  • Skill in the use of computers, graphic design and instructional media programs.
  • Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures.

Working Conditions and Physical Effort

  • No or very limited physical effort required.
  • No or very limited exposure to physical risk.
  • Work is normally performed in a typical interior/office work environment.
