Summary

Under limited supervision, provides day to day management of all aspects of a major library division, including divisional services, operational planning and direction, strategic planning and policy/procedure development, human resources development and management, budget input, and related IT services. Serves as a member of the library's senior management team. Deputizes for and/or represents library leadership as assigned.

Duties and Responsibilities

  1. Plans, oversees, and coordinates strategic, operational, and administrative programs, projects and services of a library division.
  2. Oversees the supervision of personnel, which includes work allocation, training, promotion and enforcement of internal procedures and controls, and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance.
  3. Develops and coordinates annual budget for the library division; negotiates contracts, and provides vendor relations for library resources and services.
  4. Reviews, evaluates, and develops proposals for new library programs and services. Leads and coordinates enhancements and improvements to current services.
  5. Develops, implements, and leads compliance matters, effectiveness and change as needed, and library tools and service lines to ensure quality of performance and currency of skills among staff within the organization.
  6. Plans and coordinates major projects for the library organization that have campus-wide impact.
  7. Participates in development, implementation, and maintenance of policies, procedures, and short- and long-range planning for the organization; develops tracking and evaluation programs to assist in accomplishment of established goals.
  8. Maintains currency of knowledge with respect to relevant information services and resources, technology, equipment, and/or systems.
  9. Interacts with faculty and administrators within the university and, as appropriate, represents the organization to governmental agencies, funding agencies, national organizations, and/or the general public.
  10. May participate in the development of extramurally funded projects and/or research.
  11. May oversee building security and/or facilities management.
  12. Performs miscellaneous job-related duties as assigned.

Minimum Job Requirements

  • Bachelor's degree; at least 6 years of experience directly related to the duties and responsibilities specified.
  • Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.

Knowledge, Skills and Abilities Required

  • Knowledge and understanding of the library information services needs of a major research university.
  • Knowledge of current trends and developments in academic and research libraries.
  • Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community.
  • Ability to develop requests for and evaluate proposals in reference to information services and resources.
  • Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures.
  • Knowledge of management principles and practices, including employee development and performance management skills.
  • Ability to analyze complex problems, interpret operational needs, and develop integrated, creative solutions.
  • Ability to gather data, compile information, and prepare reports.
  • Ability to develop and present educational programs and/or workshops.
  • Knowledge of general budgeting principles.

Working Conditions and Physical Effort

  • Some physical effort. May require handling of average-weight objects up to 50 pounds and some standing or walking.
  • No or very limited exposure to physical risk.
  • Work is normally performed in a typical interior/office work environment.
