Summary
In alignment with the University's global education goals, provides leadership for and directs the development, integration, and oversight of international education programs, services, and initiatives within the Global Education Office (GEO). Serves as a senior leader within GEO, providing direction to staff and ensuring effective coordination across international education functions. Oversees compliance with complex and evolving international regulations, institutional agreements, financial policies, health and safety standards, and risk management practices. Represents the University internally and externally on matters related to international education and global engagement.
Duties and Responsibilities
Oversees and manages international education programs and initiatives, including areas of high complexity, volume, or regulatory responsibility, designed to serve international and domestic students and scholars studying domestically or internationally.
Participates in the establishment, organization, and implementation of short- and long-range goals, objectives, policies, and operating procedures; monitors and evaluates program effectiveness and effects changes required for improvement.
Directs the development, coordination, and oversight of current and new international education and mobility programs, including associated partnership agreements and collaborative initiatives; identifies associated funding sources and leads grant development and other funding initiatives and applications.
Supervises personnel which typically includes recommendations for hiring, dismissing, performance evaluation, training, work allocation, and problem resolution.
Ensures compliance with federal regulations, to include interpretation and application of various complex and evolving international regulations, affecting multiple components of the University's operations.
Establishes and implements policies, procedures, and standards for health, safety, and risk management associated with international education activities, including international travel and other high-impact situations involving international students and scholars; serves as an escalation point for complex or high-risk matters.
Oversees budgeting and fiscal management for assigned international education functional areas, including financial planning, monitoring of revenues and expenditures, stewardship of donor and scholarship funding in coordination with university partners, and management of international fiscal considerations to support program sustainability and operational priorities.
Leads assessment, data analysis, and reporting for assigned international education programs, including participation metrics, outcomes assessments, and required institutional, national, and/or external reporting.
Serves as a representative for assigned international education functional areas; coordinates and collaborates with academic leadership, campus partners, branch campuses, external institutions, government agencies, and professional organizations to support integrated service delivery and alignment with internationalization goals.
Serves as the point-of-contact and decision-making authority for complex regulatory, compliance, and risk-related matters within assigned international education functional areas, including all incidents involving international students and scholars; coordinates with GEO leadership, UNMPD, and other University partners as appropriate.
May serve in a lead or oversight capacity for institutional compliance with U.S. government Student and Exchange Visitor Information System (SEVIS) requirements, including oversight of designated school officials (DSOs), issuance of non-immigrant documentation, and maintenance of accurate student and scholar records.
Serves as Campus Security Authority as outlined by the Clery Act.
Performs miscellaneous job-related duties as assigned.
Minimum Job Requirements
Bachelor's degree; at least 7 years of experience directly related to the duties and responsibilities specified.
Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.

Knowledge of U.S. government regulations and policies regarding international students and scholars, and experience with J and F visa programs.
Program evaluation and outcomes assessment skills.
Ability to gather data, compile information, and prepare reports.
Knowledge of health, safety and liability issues involved with planning and administering international programs.
Ability to effectively engage and communicate within diverse, multicultural, and international contexts, demonstrating cultural competence and sensitivity in the delivery of global education programs and services.
Ability to exercise sound professional judgment and make timely decisions in high-risk or high-pressure situations involving student safety, regulatory compliance, and coordination with university partners or external agencies.
Distinguishing Characteristics
Position requires: a) oversight of and responsibility for successful operations of assigned international education programs and functional areas; b) senior leadership responsibility within the Global Education Office; c) institutional accountability for program effectiveness, regulatory compliance, and risk management within assigned functional areas, including interpretation and application of complex and evolving international regulations; d) oversight of managers and professional staff across assigned international education functions.
Conditions of Employment
Employees who provide services or work in patient care or clinical areas are required to be in compliance with the University's influenza vaccination requirement.
Required to obtain and maintain designation as a Designated School Official (DSO) in accordance with federal regulations, depending on assigned international education functions; must meet applicable U.S. government eligibility requirements.
Domestic and/or international travel required; ability to obtain and maintain required travel documentation.
Working Conditions and Physical Effort
No or very limited physical effort required.
No or very limited exposure to physical risk.
Work is normally performed in a typical interior/office work environment.
Working hours may vary and occasional evening and weekend work is required.
Local, state-wide, national, and/or international travel is required.
