Summary

In collaboration with executive leadership and institutional partners, leads the development and management of capital projects within the Health Sciences Center (HSC) and critical environment facilities, ensuring alignment with institutional priorities, regulatory standards, budgets, timelines, and sustainability goals. Oversees personnel management, fosters productivity, and ensures compliance with internal controls. Facilitates collaboration with stakeholders, including institutional leaders, regulatory agencies, and community partners, while managing budgets and mitigating risks to achieve successful project outcomes.

Duties and Responsibilities

  1. Directs and manages the entire lifecycle of capital projects within the HSC and critical environment facilities, ensuring timely delivery, budget adherence, and compliance with design specifications, operational needs, and institutional priorities.
  2. Leads and establishes project goals aligned with institutional priorities, regulatory requirements, and operational needs. Ensures integration of academic, healthcare, and research needs.
  3. Collaborates with institutional executive leadership, healthcare providers, researchers, government entities, regulatory agencies, and other internal and external partners to define project requirements, establish milestones, and ensure strategic alignment. Provides regular updates and detailed reports on project progress, challenges, and outcomes.
  4. Supervises personnel, which includes work allocation, training, promotion and enforcement of internal procedures and controls, and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance.
  5. Represents the institution in interactions with government entities, regulatory agencies, and community partners regarding the HSC's capital projects.
  6. Oversees the integration of advanced technologies, infrastructure standards, and sustainability measures within healthcare and laboratory environments.
  7. Applies specialized knowledge in healthcare and laboratory design, construction, and operations to address unique challenges including, but not limited to, safety and accreditation standards, environmental controls, and equipment integration.
  8. Participates in University initiatives including asset management, committees, and other programs, as needed.
  9. Creates and manages budgets for the capital projects. Collaborates with the HSC senior leadership to align project budgets with the institution's financial framework. Ensures cost efficiency and implements proactive risk management strategies.
  10. Manages external contractors and vendors. Negotiates contracts and monitors performance.
  11. Performs miscellaneous job-related duties as assigned.

Minimum Job Requirements

  • Bachelor's degree; at least 8 years of experience directly related to the duties and responsibilities specified.
  • Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.

Knowledge, Skills and Abilities Required

  • Ability to lead, guide, coordinate, and facilitate strategic planning processes.
  • Demonstrated knowledge and understanding of strategic facilities development concepts and principles at an institutional level.
  • Knowledge of all aspects of building design and construction, to include architectural, mechanical, and electrical systems, and their related renewal costs.
  • Knowledge of all federal, state, and local codes and ordinances pertinent to facilities planning, design, construction, and maintenance.
  • Ability to establish, implement, maintain, and enforce institutional standards within area of expertise.
  • Knowledge and understanding of computerized facility management systems, applications, and tools.
  • Ability to prepare comprehensive and detailed life-cycle cost reports and engineering assessments.
  • Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures.
  • Knowledge of space allocation practices and principles.
  • Ability to analyze complex problems, interpret operational needs, and develop integrated, creative solutions.
  • Skill in budget preparation and fiscal management.
  • Ability to analyze and interpret financial data and prepare financial reports, statements and/or projections.
  • Skill in organizing resources and establishing priorities.
  • Ability to supervise and train employees, to include organizing, prioritizing, and scheduling work assignments.
  • Knowledge of organizational structure, workflow, and operating procedures.
  • Strong interpersonal skills and the ability to effectively communicate with a wide range of individuals and constituencies in a diverse community.
  • Ability to develop, plan, and implement short- and long-range goals.

  • Employees in this job title are subject to the terms and conditions of an employment contract. Employment contracts are typically subject to review and renewal on an annual basis.
  • Possession of a valid New Mexico driver's license is a requirement for this job.
  • Employees who provide services or work in patient care or clinical areas are required to be in compliance with the University's influenza vaccination requirement.

Working Conditions and Physical Effort

  • Work environment involves some exposure to hazards or physical risks, which require following basic safety precautions.
  • Moderate physical activity. Requires movement within University properties and project work areas.
  • Work is performed in a typical office environment with visits to construction sites and facilities.

The University of New Mexico provides all training required by OSHA to ensure employee safety.
