Summary

Directs, integrates, and coordinates the planning, design, construction, and/or modification of the physical facilities, facilities infrastructure, and real property associated with operating the university's Main Campus, Health Sciences Center, branch campuses, and other regional sites. Directs and oversees individual operating groups involved in major facilities project management, construction management, and/or facilities planning and design. Oversees and monitors the university's facilities capital expenditures and represents the university in all planning, design, and construction matters. Advises administration on all institutional policies and procedures related to the management of facilities planning, design, and construction. Establishes and maintains an integrated, long-term approach to design excellence and institutional identity across all campus locations.

Duties and Responsibilities

  1. Collaborates with senior leadership and administration to establish overall project goals, objectives, and priorities, to ensure that both individual component and overall institutional needs are met.
  2. Develops, establishes, and implements short and long range organizational goals, objectives, strategic plans, policies, and operating procedures governing campus design. Monitors and evaluates programmatic and operational effectiveness; effects changes for improvement as necessary.
  3. Designs, establishes, and maintains an organizational structure and staffing to effectively accomplish the organization's goals and objectives; oversees recruitment, training, supervision, and evaluation of unit staff.
  4. Provides strategic direction, coordination, and leadership to multiple facilities project managers in all facets of the design, implementation, and administration of individual project plans. Ensures efficient and effective implementation of major cross-university projects.
  5. Develops and administers budgets and business plans for project development and deployment at an institutional level.
  6. Administers all capital expenditures pertaining to facilities; monitors individual capital projects ensuring that costs, timing, program, scope, and contract requirements are met. Performs periodic cost and productivity analyses.
  7. Participates in and provides professional input into the establishment and administration of the university's master facilities development plan for all campus sites and real properties.
  8. Oversees the application of design standards for all campus remodel and construction projects, including mechanical/electrical/plumbing standards, as well as, infrastructure and architectural standards.
  9. Develops and enforces esthetic guidelines for exterior and interior architectural treatments and landscaping, to include exterior signage, ensuring that overall institutional identity and design standards are maintained across all campuses.
  10. Directs the review of all architectural and related elements of campus facility and environmental design, ensuring the maintenance of architectural integrity and identity across all campuses.
  11. Participates in the development of concept studies and plans for the physical development of the university's various campuses and properties of university affiliation or interest.
  12. Manages the preparation of documents for procurement and coordinates acquisition with the Purchasing Department.
  13. Represents the university's interests to government and community agencies and constituencies in all matters of architectural and facilities planning significance. Prepares and delivers presentations to internal and external constituencies as appropriate.
  14. May serve as the "University Architect" as assigned and appropriate by area of expertise, certification, and licensure.
  15. Performs miscellaneous job-related duties as assigned.

Minimum Job Requirements

  • Bachelor's degree in Architecture, Community & Regional Planning, or an equivalent field of discipline; at least 10 years of experience directly related to the duties and responsibilities specified.
  • Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.

  • Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures.
  • Knowledge of all federal, state, and local codes and ordinances pertinent to facilities planning, design, construction, and maintenance.
  • Ability to provide technical guidance and leadership to professional personnel in area of expertise.
  • Working knowledge and understanding of computerized graphic architectural, interior, and landscape design software.
  • Knowledge of capital expenditure budging policies and procedures as applied to public institutions.
  • Outstanding interpersonal and community relations skills and the ability to communicate and work effectively within a diverse community and collaborative team environment.

  • Employees in this job title are subject to the terms and conditions of an employment contract. Employment contracts are typically subject to review and renewal on an annual basis.
  • Employees who provide services or work in patient care or clinical areas are required to be in compliance with the University's influenza vaccination requirement.

Working Conditions and Physical Effort
