Summary
Under minimal supervision, directs the engineering support program for the university's physical plant and facilities planning. Identifies and programs major infrastructure repair projects; consults with administrators on code compliance, conservation, and facility condition issues. Supervises multidiscipline facilities engineers in development, design, and planning of systems to increase quality and efficiency of services. Oversees the university's facility renewal program, and assists in the review of work performed by design consultants. Provides project engineering and design guidance for university-wide projects, and produces integrated solutions engineering problems, as appropriate.
Duties and Responsibilities
Supervises personnel which typically includes recommendations for hiring, firing, performance evaluation, training, work allocation, and problem resolution.
Oversees the activities of multi-disciplined field engineers and technicians, to include periodic facility condition audits.
Approves plans, specifications, and design strategies submitted by design and/or engineering consultants; reviews and approves shop drawings, submittals, and construction drawings for capital projects.
Advises maintenance and operations personnel on proper operation of systems; troubleshoots problems.
Administers the university's "make vs buy" program, which is designed to force competition between internal repair teams and outside contractors on each major repair/remodel project.
Performs on-site construction inspections; develops and maintains a library of "as-built" facility and utility distribution drawings.
Develops, maintains, and ensures compliance with university design and construction standards and local, state, and federal codes and ordinances.
Monitors the state of repair of the university's infrastructure, to include electrical, plumbing, HVAC, roofing, exterior finishes, and pavements.
Provides high level consultation and systems design services; oversees, coordinates, and monitors the provision of internal engineering consulting services to faculty and staff, and serves as the university's primary source of expertise in the area of engineering specialty.
Produces prioritized lists of deferred maintenance projects for consideration for annual minor capital program funding.
Performs miscellaneous job-related duties as assigned.
Minimum Job Requirements
Bachelor's degree in a directly related Engineering field; at least 7 years of experience directly related to the duties and responsibilities specified.
Certification/Licensure
Certification as a Professional Engineer (PE) in the State of New Mexico.
Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.
Knowledge, Skills and Abilities Required
Ability to prepare engineering documents, specifications and cost estimates for projects.
Project planning skills.
Knowledge of contract documents and specifications.
Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community.
Ability to communicate effectively, both orally and in writing.
Ability to design and plan major construction projects.
Skill in organizing resources and establishing priorities.
Knowledge and understanding of mechanical, electrical, structural, and civil engineering design principles as applicable to construction/renovation.
Knowledge of all federal, state, and local codes and ordinances pertinent to facilities planning, design, construction, and maintenance.
Ability to supervise and train employees, to include organizing, prioritizing, and scheduling work assignments.
Ability to foster a cooperative work environment.
Ability to make objective administrative decisions based on comparative cost-benefit analyses.

Knowledge of engineering records management principles and procedures.
Engineering and/or scientific design and testing skills.
Conditions of Employment
Must pass a pre-employment criminal background check.
Successful candidate must submit to post-offer, pre-employment physical examination and medical history check.
Valid New Mexico Driver's License.
Must maintain certification status.
Working Conditions and Physical Effort
Light physical effort. Requires handling of average-weight objects up to 10 pounds or some standing or walking. Effort applies to no more than two (2) hours per day.
Work environment involves minimal exposure to physical risks, such as operating dangerous equipment or working with chemicals.
Work may involve moderate exposure to unusual elements, such as extreme temperatures, dirt, dust, fumes, smoke, unpleasant odors, and/or loud noises.
The University of New Mexico provides all training required by OSHA to ensure employee safety.
