Summary

Manages and advances the data governance program for the University of New Mexico Health Sciences Center (HSC). Develops and implements data governance strategies, frameworks, policies, standards, and stewardship practices supporting clinical, research, education, and administrative functions. Provides leadership for data quality, integrity, privacy, security, and regulatory compliance; manages staff and program resources; and partners with organizational stakeholders to promote accountability, data stewardship, and responsible use of institutional data.

Duties and Responsibilities

  1. Develops, implements, and maintains the HSC data governance framework and federated operating model in alignment with institutional objectives, regulatory requirements, and established practices.
  2. Develops and oversees data governance policies, standards, procedures, and processes that support data quality, integrity, privacy, security, regulatory compliance, audit readiness, and risk management.
  3. Manages and supervises staff, including hiring, work assignment, coaching, performance management, staff development, and disciplinary actions.
  4. Leads a federated data stewardship model by partnering with stakeholders across clinical, research, education, administrative, information technology, compliance, and other functional areas to establish data ownership, accountability, and stewardship practices.
  5. Establishes data quality standards, governance metrics, and key performance indicators; monitors program effectiveness and leads improvements to data quality, integrity, consistency, and accountability.
  6. Oversees governance processes related to data definitions, metadata, business glossaries, data lineage, ownership, stewardship assignments, data quality issues, and governance documentation.
  7. Leads communication, education, and change management activities that promote data literacy, stewardship, accountability, and responsible use of institutional data.
  8. Provides consultation and guidance to stakeholders regarding data governance standards, requirements, stewardship responsibilities, and resolution of complex governance issues.
  9. Establishes program priorities, manages multiple governance initiatives, allocates resources, and monitors project and operational activities to ensure objectives are achieved.
  10. Develops and implements data governance technologies, tools, and processes that support metadata management, stewardship, data quality monitoring, documentation, and program reporting.
  11. Partners with business and technical stakeholders to identify and proactively address emerging data governance, quality, compliance, and stewardship needs.
  12. Participates in budget planning and monitoring and supports effective allocation of program resources.
  13. Evaluates program effectiveness, identifies opportunities for continuous improvement, and recommends and implements changes to governance standards, processes, policies, and procedures.
  14. Performs miscellaneous job-related duties as assigned.

Minimum Job Requirements

  • Bachelor's degree; at least 5 years of experience directly related to the duties and responsibilities specified.
  • Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year-for-year basis.

Knowledge, Skills and Abilities Required

  • Advanced knowledge of data governance, data stewardship, data quality, metadata management, and information management principles.
  • Knowledge of data privacy, security, regulatory compliance, audit readiness, and risk management practices.
  • Knowledge of data governance frameworks, federated stewardship models, policies, standards, and program practices.
  • Knowledge of data catalogs, business glossaries, metadata repositories, data lineage, and related governance technologies.
  • Ability to develop, implement, and evaluate data governance policies, standards, procedures, and processes.
  • Ability to supervise, coach, develop, and evaluate professional and technical staff.
  • Ability to establish priorities, allocate resources, and manage multiple projects and competing organizational needs.
  • Ability to analyze and resolve complex and non-routine data governance, stewardship, and data quality issues.
  • Ability to establish metrics and evaluate program effectiveness, data quality, compliance, and governance outcomes.
  • Ability to build collaborative relationships and influence stakeholders across diverse business and technical functions.

Distinguishing Characteristics

    Position requires: a) management and operational leadership of an HSC data governance program; b) direct supervision of staff, including hiring, work assignment, performance management, staff development, and disciplinary actions; c) development and implementation of data governance frameworks, policies, standards, procedures, and stewardship practices; d) leadership of a federated stewardship model involving stakeholders across multiple HSC functions; e) oversight of data quality, metadata, data definitions, ownership, lineage, and governance processes; f) establishment and monitoring of governance metrics and program performance; g) management of program priorities, projects, resources, and budget activities; and h) leadership of communication, education, and change management efforts supporting data governance and responsible data use.

Working Conditions and Physical Effort
