Summary
Oversees the strategic direction of multiple core functions within the University's centralized Division of Human Resources (HR). Provides strategic and operational leadership to the institution in human resources planning, policy and systems development of assigned organizational functions. Ensures that HR programs and initiatives are integrated and effective in supporting the overall mission, goals and objectives of the Division for HR and the institution. Represents the Division for HR to senior administration, external organizations, government agencies and other key internal and external constituents, as assigned. May serve on multiple University compliance, planning, and policy-making committees. Represents and/or acts on behalf of the Vice President for Human Resources, as needed and when appropriate.
Duties and Responsibilities
Provides integrative leadership and direction in the management of multiple core functions including some day-to-day oversight or indirect oversight of university services and various large-scale initiatives of assigned areas.
Provides direct or indirect oversight of key aspects of the division including UNM's self-insured plans, bargaining agreements for staff employees, shared and staffing services, compensation, HRIT, HR finance, training and organizational development, HR consultative services and related transactional responsibilities as assigned.
Provides strategic leadership in the development of short- and long-range organizational goals, objectives, strategic plans, policies, and operating procedures as it relates to functional oversight.
Provides strategic direction on opportunities to streamline and/or automate processes, procedures, organizational systems, HR services, customer experience, and data management.
Serves on multiple University planning and policy-making committees.
Provides expert consultation and guidance to university leadership and constituents on HR best practices, policy interpretation, problem resolution, and compliance with state and federal regulations; advises university leaders on strategic and complex human resources issues of key significance.
Ensures that policy, procedures, and standards governing human resources practices comply with all local, state, and federal regulations.
Directs and coordinates the activities of assigned areas within the Division of HR; establishes standards, evaluates performance, and monitors workload and productivity.
Develops and manages annual budgets and performs periodic cost and productivity analysis.
Establishes and maintain various metrics and other measures of success as it relates to areas of oversight.
Performs miscellaneous job-related duties as assigned.
Minimum Job Requirements
Bachelor's degree; at least 10 years of experience directly related to the duties and responsibilities specified.
Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.
Knowledge, Skills and Abilities Required
Knowledge and understanding of the operations of an institution of higher education.
Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures.
Ability to analyze problems and develop creative solutions.
Strong analytical and critical thinking skills and the ability to analyze, summarize, and effectively present data to leadership.
Excellent oral and written communication skills and the ability to work effectively with a wide variety of people.
Knowledge of computerized information systems used in human resources applications.
Knowledge of federal and state laws and regulations related to Human Resources.
Advanced knowledge and understanding of human resources management principles, practices, and standards, as applied to public institutions.
Ability to supervise and train employees, to include organizing, prioritizing, and scheduling work assignments.
Knowledge of federal and state employment laws and regulations, and public sector employment policies and procedures.
Strategic planning and performance measurement skills.
Ability to provide strategic guidance and counsel to clientele in the assessment and development of existing and/or proposed programs and procedures.
Knowledge of project management principles, practices, techniques, and tools.
Ability to foster a cooperative work environment.
Conditions of Employment
Employees in this job title are subject to the terms and conditions of an employment contract. Employment contracts are typically subject to review and renewal on an annual basis.
Employees who provide services or work in patient care or clinical areas are required to be in compliance with the University's influenza vaccination requirement.
