Summary
Directs and oversees affirmative action and equal opportunity activities for the university, in conjunction with data and advocacy partners. Develops, implements, and monitors programs promoting and ensuring compliance with affirmative action and equal opportunity goals and objectives for academic and non-academic staff. Ensures the university's compliance with all local, state, and federal civil rights laws and regulations including Title IX and the Clery Act. Maintains liaison relationships with protected class interest groups on and off campus. Provides advice and counsel in areas of expertise and serves as the university's representative and liaison to the community in this area.
Duties and Responsibilities
Establishes and implements short- and long-range organizational goals, objectives, strategic plans, policies, and operating procedures; monitors and evaluates programmatic and operational effectiveness, and effects changes required for improvement.
Maintains organizational structure and staffing needed to accomplish the goals and operational objectives of the unit; develops and manages annual budgets for the organization, and monitors and evaluates productivity and operational efficiency.
Oversees the supervision of personnel, which includes work allocation, training, problem resolution, and promotion and enforcement of internal procedures and controls; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance.
Provides guidance and training to university's leadership; provides advice on changing governmental requirements in the areas of civil rights, affirmative action, equal opportunity and Clery Act obligations.
Directs data collection and analysis efforts as well as the generation of reports for university leadership related to enhancing diversity and ensuring equity and inclusion while remaining in compliance with federal, state and local civil rights laws and regulations.
Provides guidance and support on the development of EEO metrics and responds to inquiries internally and externally.
Provides guidance on matters related to disability accommodations and serves as the ADA coordinator.
Provides oversight and guidance for the Clery Act Compliance Officer and the Title IX Coordinator.
Independently develops, researches, interprets and recommends EEO-related training needs, programs, policies and procedures.
Directs the implementation of a comprehensive affirmative action plan to monitor and assess composition of the university's faculty and staff workforce.
Manages investigations of internal discrimination claims and reviews letters of determination of complaints with conclusions; supervises staff in the identification and resolution of discrimination and sexual harassment complaints.
Reviews University practices relating to hiring, training, transfer, and promotion; makes recommendations for corrective action as required.
Monitors all University employment activities to ensure compliance with local, state, and federal civil rights regulations; generates, analyzes, and submits required statistical reports regarding employment activities.
Serves on various university planning and policy making committees; recommends and participates in the development of university policies and procedures.
Serves as primary point of contact and represents the university to various institutional divisions and/or external constituencies.
Develops, coordinates and conducts education and training programs for all members of university community as appropriate.
Works collaboratively with the Division for Equity and Inclusion and other campus advocacy groups to ensure that OEO compliance and advocacy efforts are aligned.
Serves as Campus Security Authority as outlined by the Clery Act.
Performs miscellaneous job-related duties as assigned.
Minimum Job Requirements
Bachelor's degree; at least 10 years of experience directly related to the duties and responsibilities specified.
Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.
Knowledge, Skills and Abilities Required
Ability to determine informational needs, to collect and analyze information, and to perform and interpret statistical analyses.
Knowledge and understanding of all regulatory provisions, guidelines, and procedures for the administration of federal and state laws and regulations on civil rights such as the ADA, VEVRAA, Section 503/504, Title II, Title VI, Title VII and Title IX.
Skills in investigation, negotiation, mediation, and complaint resolution.
Ability to review, evaluate, and critique employment policies and practices for adherence to civil rights laws and standards.
Knowledge of current and emerging equal opportunity and affirmative action legislation, issues, and trends.
Knowledge of federal and state employment laws and regulations, public sector employment policies and procedures, and federal and state civil rights laws, regulations, policies, and standards, as applicable to public employment.
Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures.
Ability to develop, plan, and implement short- and long-range goals.
Strong analytical, problem solving, and critical thinking skills gained within a complex, demanding work environment.

Employees in this job title are subject to the terms and conditions of an employment contract. Employment contracts are typically subject to review and renewal on an annual basis.
Employees who provide services or work in patient care or clinical areas are required to be in compliance with the University's influenza vaccination requirement.
