Summary

Within the Division of Human Resources, provides leadership and strategic direction for the Talent Development (TD) function. Oversees the design, development, delivery, and evaluation of comprehensive talent development and learning initiatives that support institutional goals and workforce effectiveness. Collaborates with senior leadership, HR partners, campus stakeholders, and subject matter experts (SME) to assess organizational learning needs and deliver high-impact, scalable solutions. Manages and mentors Talent Development staff; ensures the effective use of learning technologies and resources; and drives continuous improvement, innovation, and alignment with best practices in adult learning and organizational development.

Duties and Responsibilities

  1. Provides strategic leadership and operational oversight for the Talent Development (TD) function, including planning, prioritization, and execution of learning and development initiatives aligned with institutional and HR objectives. Ensures consistency with the University's overall mission, goals, and strategic plans.
  2. Partners with HR leadership, campus leaders, and key stakeholders to assess enterprise-wide learning needs, analyze workforce trends, and define short- and long-term talent development strategies.
  3. Oversees the design, development, and delivery of training programs and curricula across multiple modalities (in-person, virtual, blended, and asynchronous), ensuring instructional quality, accessibility, and alignment with adult learning principles.
  4. Manages and coordinates all day-to-day activities of the TD Department, to include staffing and hiring, training and development, work allocation and prioritization, performance evaluation, and performance management of departmental staff.
  5. Leads large-scale and complex learning initiatives, such as leadership development programs, onboarding strategies, compliance training frameworks, and organizational change efforts.
  6. Establishes standards, processes, and best practices for instructional design, facilitation, evaluation, and content development to ensure consistency and effectiveness across programs.
  7. Monitors and evaluates program efficiency by collecting and analyzing statistical data; develops reporting procedures and other methods to establish program accountability and measure success; revises processes and procedures to reflect contemporary approaches to human resource management and to improve program effectiveness.
  8. Oversees the selection, implementation, and optimization of learning technologies, including the Learning Management System (LMS), learning analytics, and digital tools to enhance learner experience and outcomes.
  9. Represents the organization at various community and/or business meetings, committees, and task forces; promotes existing and new programs and/or policies.
  10. Stays current with emerging trends, best practices, and innovations in adult learning, talent development, and higher education; champions continuous improvement and innovation within the function.
  11. Performs miscellaneous job-related duties as assigned.

Minimum Job Requirements

  • Bachelor's degree; at least 7 years of experience directly related to the duties and responsibilities specified.
  • Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.

Conditions of Employment

  • Employees who provide services or work in patient care or clinical areas are required to be in compliance with the University's influenza vaccination requirement.

Working Conditions and Physical Effort
