Summary

Within the Division of Human Resources, leads the university's talent acquisition function, including the development and implementation of innovative strategies, programs, and processes to attract, source, and hire top talent for the University's staff positions. Collaborates with HR leadership and hiring managers to optimize the recruitment and hiring process and improve the overall experience for candidates and hiring departments. Develop, implement, and promote customer service standards, ensuring staffing initiatives are responsive to the immediate client needs and to the university's staffing mission. Manages a team responsible for recruitment and hiring processes, applying HR best practices while ensuring compliance with university policies, relevant laws, and quality standards. Participates in strategic decision making as a member of the Human Resources leadership team.

Duties and Responsibilities

  1. Develops and executes talent acquisition strategies aligned with organizational goals and a decentralized staff hiring structure to attract diverse and qualified candidates.
  2. Oversees the day-to-day activities of the staff recruitment and hiring processes; provides guidance and consultation to hiring managers on recruitment strategies and practices ensuring efficient recruitment processes and consistent candidate experiences.
  3. Serves as a consultative partner to departments on full-cycle talent acquisition services for staff positions, from job posting through onboarding.
  4. Develops and manages innovative hiring pipelines to meet evolving departmental staffing needs, including management of the seasonal non-UNM student hiring program.
  5. Designs, evaluates, and implements process improvement initiatives to reflect contemporary talent acquisition approaches that are responsive to the needs, goals, and objectives of the University; identifies opportunities for streamlining existing processes to ensure efficiency and facilitates related program, system, and service changes.
  6. Implements and monitors customer service standards to ensure the recruitment function is responsive to hiring manager needs and aligned with institutional priorities.
  7. Develops and analyzes recruitment metrics to evaluate and measure the effectiveness and success of the staff talent acquisition programs and identify areas for continuous improvement.
  8. Enhances the University's employer brand through outreach initiatives, job fairs, and digital presence. Evaluates and improves sourcing channels to attract high-quality candidates; represents the organization at various community and/or business meetings, committees, and task forces; promotes existing and new programs and/or policies.
  9. Manages the supervision of personnel, which includes work allocation, training, promotion, and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance.
  10. Participates in the development and implementation of operating budgets, systems, and procedures related to the talent acquisition services; participates as an active member of the division?s leadership team, contributing to long-range planning, strategic initiatives, and policy development.
  11. Maintains up-to-date knowledge of employment laws, University policies, and HR best practices, ensuring all recruitment activities are compliant and auditable.
  12. Performs miscellaneous job-related duties as assigned.

Minimum Job Requirements

  • Bachelor's degree; at least 7 years of experience directly related to the duties and responsibilities specified.
  • Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.

Knowledge, Skills and Abilities Required

  • Advanced knowledge of human resources management as applied to a major, research-intensive higher educational institution.
  • Strategic planning skills, and ability to apply strategic concepts in the development of successful Human Resource solutions.
  • Advanced analytical, evaluative, and objective critical thinking skills and the ability to effectively summarize and present information.
  • Strong working knowledge of MS Excel and Word software.
  • Strong data management and reporting skills.
  • In-depth knowledge and understanding of all State and Federal laws and regulations applicable to employment practices.

  • Skill in examining and evaluating operations and developing and/or re-engineering operating strategies, systems, and procedures.

Conditions of Employment

  • Employees who provide services or work in patient care or clinical areas are required to be in compliance with the University's influenza vaccination requirement.
  • Must pass a pre-employment criminal background check.

Working Conditions and Physical Effort

  • No or very limited exposure to physical risk.
  • No or very limited physical effort required.
  • Work is normally performed in a typical interior/office work environment.

The University of New Mexico provides all training required by OSHA to ensure employee safety.
