Summary

Within the Division of Human Resources, leads a team of HR professionals dedicated to providing a broad-range of human resources guidance, support, and advice to departments across the institution. Builds and leverages partnerships with University leadership to ensure that department managers and administrators resolve day-to-day issues, as well as large-scale organizational challenges, across various departments. Leads development and implementation of a wide-variety HR initiatives that are responsive to immediate client needs and align with the long-term best interests of the institution.

Duties and Responsibilities

  1. Provides direction and leadership to HR Client Services and advises department management across the University to navigate both complex and day-to-day situations.
  2. Provides advanced expertise and leadership on a broad and comprehensive range of human resources activities, including recruitment, compensation, performance management, talent development, organizational development, policy and regulatory compliance, and other related HR functional areas.
  3. Independently navigates and directs department managers and employees to the various resources available; collaborates with specialty areas across the Division of Human Resources as well as campus partners to address organizational needs.
  4. Directs and oversees the supervision of personnel, which includes work allocation, training, promotion, and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance.
  5. Identify and evaluate process improvement opportunities within areas of oversight; identify opportunities for streamlining existing processes to ensure efficiency.
  6. Monitors and evaluates program effectiveness and efficiency by collecting and analyzing statistical data; develops reporting procedures and other methods to establish program accountability and measure success; revises processes and procedures to reflect contemporary approaches to human resource management and to improve program effectiveness.
  7. Develops and promotes institutional philosophies, strategies, and methodologies with respect to areas of oversight, ensuring consistency with the University's overall mission, goals, and strategic plans; leads HR Division initiatives with university-wide impact.
  8. Designs and implements programs, systems, and services that are responsive to the needs, goals, and objectives of the University; works with HR leadership to ensure institution-wide consistency of application and compliance with all Federal and State employment and compensation laws and guidelines where possible.
  9. Provides in-depth advice to management regarding adherence to UNM policies and procedures, as well as applicable federal, state, and local laws; identifies innovative solutions and options to address complex human resource management issues.
  10. Develops reporting procedures and other methods to establish program accountability and measure success; revises processes and procedures to reflect contemporary approaches to human resource management and to improve effectiveness.
  11. Maintains in-depth knowledge of University policies, processes and resources, as well as applicable federal, state, and local laws; recommends and participates in the development of University policies and procures and may sit on University planning and policy-making committees.
  12. Serves as Campus Security Authority as outlined by the Clery Act.
  13. Performs miscellaneous job-related duties as assigned.

Minimum Job Requirements

  • Bachelor's degree; at least 7 years of experience directly related to the duties and responsibilities specified.
  • Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.

Knowledge, Skills and Abilities Required

  • Advanced knowledge of human resources management in a higher education setting.
  • Strategic planning skills and the ability to develop and implement HR solutions aligned with organizational goals.
  • Strong analytical and critical thinking skills.
  • Proficiency in MS Excel and Word; strong data management and reporting capabilities.
  • In-depth understanding of applicable federal and state employment laws and regulations
  • Experience in program planning, development, and leadership.
  • Ability to evaluate and improve operational strategies, systems, and procedures.
  • Excellent communication skills, both written and oral.
  • Proven skills in employee development and performance management.
  • Ability to supervise and train employees effectively.
  • Knowledge of legal requirements for employment data management.
  • Familiarity with online job application systems and HR information systems.
  • Commitment to customer service excellence.

Conditions of Employment

  • Employees who provide services or work in patient care or clinical areas are required to be in compliance with the University's influenza vaccination requirement.
  • Must pass a pre-employment criminal background check.

Working Conditions and Physical Effort

  • No or very limited exposure to physical risk.
  • No or very limited physical effort required.
  • Work is normally performed in a typical interior/office work environment.
