Summary

Within the Division of Human Resources, provides consultative direction to assigned area of oversight within Client Services on best HR practices for various human resource functions; researches and resolves complex issues. Manages an assigned team of staff engaged in the resolution of HR problems and the application of best HR practices. Evaluates and establishes customer service standards, develops operating policies and procedures, and ensures that services are consistent with overall human resources objectives, policies and procedures, and best practices. Participates in strategic decision making as a member of Client Services management team.

Duties and Responsibilities

  1. Oversees the day-to-day activities and provides guidance and consultation to assigned area(s) of oversight; provides internal orientation and training, as appropriate, in the application of processes and procedures and in compliance with established service guarantees and best practices.
  2. Provides guidance and consultation to University constituents regarding Human Resources best practices, which may include policy interpretation, performance management and employee discipline, problem resolution, employment and recruitment practices, data management and reporting and/or compliance with University regulations, and state and federal law(s).
  3. Serves as a liaison with high-level stakeholders and provides advice, problem resolution, and facilitation on a range of complex human resources issues, in collaboration with subject-matter experts in human resources specialty areas, as appropriate.
  4. Facilitates the administration of internal processes and system changes; researches needs and develops new and/or revised operating procedures as required to meet changing requirements.
  5. Identify and evaluate process improvement opportunities within areas of oversight; identify opportunities for streamlining existing processes to ensure efficiency.
  6. Designs and implements programs, systems, and services that are responsive to the needs, goals, and objectives of the University; works with Client Services management to ensure institution-wide consistency of application and compliance with all Federal and State employment and compensation laws and guidelines where possible.
  7. Develops reporting procedures and other methods to establish program accountability and measure success; revises processes and procedures to reflect contemporary approaches to human resource management and to improve effectiveness.
  8. Participates in the development and implementation of operating budgets, systems, and procedures for the operating unit; participates in overall organizational decision making as a member of the department's management team.
  9. Directs and oversees the supervision of personnel, which includes work allocation, training, promotion, and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance.
  10. Develops and promotes institutional philosophies, strategies, and methodologies with respect to areas of oversight, ensuring consistency with the University's overall mission, goals, and strategic plans.
  11. Represents the organization at various community and/or business meetings, committees, and task forces; promotes existing and new programs and/or policies.
  12. Serves as Campus Security Authority as outlined by the Clery Act.
  13. Performs miscellaneous job-related duties as assigned.

Minimum Job Requirements

  • Bachelor's degree; at least 7 years of experience directly related to the duties and responsibilities specified.
  • Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.

  • Advanced knowledge of human resources management as applied to a major, research-intensive higher educational institution.
  • Strategic planning skills, and ability to apply strategic concepts in the development of successful Human Resource solutions.
  • Advanced analytical, evaluative, and objective critical thinking skills and the ability to effectively summarize and present information.
  • Strong working knowledge of MS Excel and Word software.
  • Strong data management and reporting skills.
  • In-depth knowledge and understanding of all State and Federal laws and regulations applicable to area of oversight.
  • Program planning, development, implementation, and leadership skills.
  • Skill in examining and evaluating operations and developing and/or re-engineering operating strategies, systems, and procedures.

  • Ability to identify and coordinate the resolution of payroll problems and inaccuracies.
  • Ability to manage employee data, utilizing an automated human resources information system.
  • Knowledge of customer service standards and procedures.

Conditions of Employment

  • Employees who provide services or work in patient care or clinical areas are required to be in compliance with the University's influenza vaccination requirement.
  • Must pass a pre-employment criminal background check.

Working Conditions and Physical Effort

  • No or very limited exposure to physical risk.
  • No or very limited physical effort required.
  • Work is normally performed in a typical interior/office work environment.

The University of New Mexico provides all training required by OSHA to ensure employee safety.
