Summary

Reporting to the Senior Vice Provost (SVP), oversees the provision of administrative services, including Human Resources (HR) services, associated with faculty personnel and faculty executives within UNM Academic Affairs, Office for Academic Personnel. Participates in training and education to facilitate adherence to the United Academics-UNM (UA-UNM) collective bargaining agreement, and the University Faculty Handbook policies, procedures, and guidelines. In collaboration with Academic Affairs leadership, participates in the development and revisions of these standards. Leads the Office for Academic Personnel in process improvements and automation to enhance transparency and accuracy of faculty employment information. Participates in the annual faculty salary review process to produce employment contracts for faculty.

Duties and Responsibilities

  1. Provides guidance and training to University academic leadership, to include Deans, Directors, Chairpersons, and administrators in the areas of institutional faculty affairs policies, regulatory guidelines, and best practices; researches, identifies, and interprets current and emerging employee relations issues, trends, and opportunities and develops and implements responsive University-wide programs, initiatives, and communications.
  2. Oversees the establishment of new faculty employee relation programs and participates directly in the planning and development of faculty administrative policies including the University Faculty Handbook, as well as other institutional guidelines, administrative procedures, and systems to ensure compliance with all relevant University, Federal, and State requirements.
  3. Coordinates faculty employment data collection and reporting activity as needed, for compliance and/or analytical purposes in collaboration with including but not limited to the Office of Equal Employment Opportunity, Division of Human Resources, and Office of Internal Audit.
  4. Collaborates on the development and implementation of faculty administrative and HR guidelines for the Office for Academic Personnel, ensuring compliance with federal and state laws and regulations, collective bargaining agreements, as well as university policies and procedures.
  5. Collaborates in the implementation new or modified faculty compensation programs and related reporting and data management processes; participates in the development and/or re-engineering of electronic data systems to support the management of compensation and employment records for faculty and post-docs.
  6. Provides assistance, advice and guidance to employees under the provisions of University policy; provides or coordinates provision of a range of work-related dispute resolution services as required, to include mediation, conciliation, negotiation, and/or formal arbitration.
  7. Establishes and implements short- and long-range goals, objectives, policies, and operating procedures; monitors and evaluates operational effectiveness and effects changes required for improvement.
  8. Serves as primary point of contact for external organizations and constituencies with respect to issues related to faculty employment and administrative policies and practices and serves on various University planning and policy making committees at the discretion of the SVP; may serve on search committees for senior level faculty and/or administrative leadership positions.
  9. Supervises personnel which typically includes recommendations for hiring, dismissing, performance evaluation, training, work allocation, and problem resolution.
  10. Performs miscellaneous job-related duties as assigned.

Minimum Job Requirements

  • Master's degree; at least 5 years of experience directly related to the duties and responsibilities specified.
  • Completed degree(s) or certifications from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.

Knowledge, Skills and Abilities Required

  • Knowledge of faculty employment related activities and procedures including contracting, regular and research faculty; part-time instruction; pay policies; and governance.
  • Knowledge of federal and state employment laws and regulations, public sector employment policies and procedures, and state civil rights laws, regulations, policies, and standards, as applicable to public employment.
  • Demonstrated skill in the specific areas of policy planning, development, and review in human resources management.
  • Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures.
  • Skill in organizing resources and establishing priorities.
  • Knowledge of contemporary principles of human resource management and public personnel practices.
  • Strong analytical, problem solving, and critical thinking skills gained within a complex, demanding work environment.
  • Knowledge of computerized human resources information systems.
  • Ability to determine informational needs, to collect and analyze information, and to devise and develop statistical analyses and reports.
  • Ability to develop, plan, and implement short- and long-range goals.
  • Advanced knowledge and understanding of human resources management principles, practices, and standards, as applied to public institutions.
  • Knowledge of faculty and post-doctoral fellow, hiring procedures.
  • Knowledge of organizational structure, workflow, and institutional operating procedures.
  • Knowledge of federal and state wage and salary laws and regulations.
  • Strong interpersonal skills and the ability to work effectively with a wide range of constituencies in a diverse community.
  • Knowledge of the structure, policies and procedures of University faculty and staff governing bodies.
  • Advanced verbal and written communication skills and the ability to present effectively to small and large groups.
  • Project management and leadership skills.
  • Ability to interpret and advise on the application of EEO/AA laws and regulations to public sector employment processes related to faculty.
  • Working knowledge of staff employment and compensation policies, principles, and procedures.
  • Knowledge of contract law and of legal contract, agreement, and settlement procedures and documentation.

Working Conditions and Physical Effort

  • No or very limited physical effort required.
  • No or very limited exposure to physical risk.
  • Work is normally performed in a typical interior/office work environment.
