Summary

Within HSC Academic Affairs, oversees the provision of faculty employee relations matters, including the provision of administrative, consultation, and advisement services to UNM Health Science Center (HSC) faculty leaders, including Deans, Chairs and Division leaders. Participates in, develops, and conducts training and education on faculty employment matters to support faculty leaders. Facilitates adherence to federal and state laws and regulations, as well as University and School/College policies, procedures, and guidelines and collaborates with HSC leaders in developing and revising these guidelines and standards. Supports the Vice Chancellor Academic Affairs (VCAA) in process improvements and automation of employee relations matters.

Duties and Responsibilities

  1. Provides guidance and training to University academic leadership, to include HSC Deans, Directors, Chairpersons, and administrators in the areas of institutional faculty affairs policies, regulatory guidelines, and best practices.
  2. Conducts preliminary reviews, provides mediation and negotiation services, drafts settlement agreements and responds to inquiries and charges by external state and federal agencies.
  3. Advises on policies and procedures pertaining to academic grievances, layoffs, misconduct and related administrative and personnel issues.
  4. Oversees the establishment of new faculty employee relations training, monitoring, and programs to enhance a culture of respect, professionalism, remediation, and cross-mission case review, and participates directly in the planning and development of faculty administrative policies including the University Faculty Handbook, as well as other human resources and institutional guidelines, administrative procedures, and systems to ensure compliance with all relevant University, federal, and state requirements.
  5. Interfaces with the appropriate offices for compliance and analysis related to employee relations, including Compliance, Ethics & Equal Opportunity, Human Resources, Office of Institutional Analytics, HSC-OIC, Office of University Council, Office of Internal Audit and HSC Faculty Contracts.
  6. Collaborates with HSC leaders in establishing new or modified faculty compensation plans, with a focus on annual review of salary equity and related policies and procedures, professionalism, good standing criteria, and other employee relations matters.
  7. Establishes and assures uniform faculty search committee policies, processes and guidelines are in place for HSC leaders based on best practices; assures and participates in the establishment of uniform faculty employee relations policies and procedures across the HSC, including the health system and other related HSC entities.
  8. Serves on various University planning and policy making committees at the discretion of the VCAA; may serve on search committees for senior level faculty and/or administrative leadership positions.
  9. Performs miscellaneous job-related duties as assigned.

Minimum Job Requirements

  • Bachelor's degree; at least 5 years of experience directly related to the duties and responsibilities specified.
  • Completed degree(s) or certifications from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.

Knowledge, Skills and Abilities Required

  • Knowledge of employee relations matters, including professionalism standards, conflict resolution, mediation, and managing disruptive behaviors, fairness, and equity concerns.
  • Knowledge of federal and state employment laws and regulations, public sector employment policies and procedures, and state civil rights laws, regulations, policies, and standards, as applicable to public employment.
  • Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures.
  • Skill in organizing resources and establishing priorities.
  • Knowledge of contemporary principles of human resource management and public personnel practices.

Conditions of Employment

  • Employees who provide services or work in patient care or clinical areas are required to be in compliance with the University's influenza vaccination requirement.

Working Conditions and Physical Effort

  • No or very limited physical effort required.

  • Work is normally performed in a typical interior/office work environment.

The University of New Mexico provides all training required by OSHA to ensure employee safety.
