Summary

Provides strategic direction and professional and administrative management to the Equal Opportunity (EO) and investigative functions in the Office of Compliance, Ethics & Equal Opportunity (CEEO), in support of the Director of Equal Opportunity. Manages day-to-day activities of the organization, to include supervision of professional and support staff that perform investigations, provide trainings, and monitor the University's compliance to civil rights laws and regulations, including Titles VI and VII of the Civil Rights Act, Title IX of the Education Amendments of 1972, the Americans with Disabilities Act (ADA), and the Clery Act. Participates directly in the development and implementation of the University's affirmative action plan and equal opportunity goals and objectives. Deputizes for the Director of Equal Opportunity, as appropriate.

Duties and Responsibilities

  1. Directs and manages the investigative operations of CEEO; supervises managers and oversees professional and support staff performing a range of administrative, investigatory, and confidential activities in support of the organization's mission and objectives.
  2. Manages investigations of claims reported to CEEO and reviews investigative documents to ensure compliance with administrative, state, and federal laws and policies.
  3. Serves as Deputy ADA Coordinator by assisting in the University's compliance with the ADA which includes providing guidance on matters related to disability accommodations.
  4. Assists the Director of Equal Opportunity in providing guidance to University leadership and various campus constituencies regarding civil rights, affirmative action, equal opportunity, Clery obligations, and reasonable accommodations for individuals with disabilities.
  5. Collaborates with the Title IX Coordinator to ensure appropriate measures are in place to prevent, respond to, and appropriately adjudicate cases of sexual harassment and misconduct.
  6. Collaborates with the Clery Coordinator to ensure appropriate measures are in place for compliance with the Clery Act and University Policy.
  7. Participates in the development of operating goals and objectives for the unit; recommends, implements, and administers methods and procedures to enhance operations, evaluates programmatic and operational effectiveness, and effects changes required for improvement.
  8. Directs data collection and analysis efforts, as well as the generation of reports for University leadership, outside agencies, and internal campus partners; participates in compiling and analyzing annual Affirmative Action Plan data.
  9. Independently develops, researches, interprets and recommends Equal Employment Opportunity (EEO) and Affirmative Action (AA) training needs, programs, policies, and procedures.
  10. Serves on various University planning and policy making committees; recommends and participates in the development of University policies and procedures.
  11. Serves as a Campus Security Authority as outlined by the Clery Act.
  12. Performs miscellaneous job-related duties as assigned.

Minimum Job Requirements

  • Bachelor's degree; at least 7 years of experience directly related to the duties and responsibilities specified.
  • Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.

Knowledge, Skills and Abilities Required

  • Ability to determine informational needs, to collect and analyze information, and to devise and develop statistical analyses and reports.
  • Knowledge and understanding of all regulatory provisions, guidelines, and procedures for the administration of federal and state laws and regulations on civil rights such as the ADA, VEVRAA, Section 503/504, Title II, Title VI, Title VII and Title IX.
  • Skills in investigation, negotiation, mediation, and complaint resolution.
  • Knowledge of current and emerging equal opportunity and affirmative action legislation, issues, and trends.
  • Knowledge of federal and state employment laws and regulations, public sector employment policies and procedures, and federal and state civil rights laws, regulations, policies, and standards, as applicable to public employment.
  • Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures.
  • Strong analytical, problem solving, and critical thinking skills gained within a complex, demanding work environment.
  • Strong interpersonal skills and the ability to work effectively with a wide range of constituencies in a diverse community.
  • Knowledge of the structure, policies and procedures of University faculty and staff governing bodies.
  • Ability to interpret and advise on the application of laws and regulations to public sector faculty/staff hiring processes.
  • Demonstrated ability to develop and manage a team of professional and administrative staff, to include hiring, training, performance management, work allocation and supervision, and prioritization.
  • Knowledge of federal and state public safety reporting requirements and other applicable crime data reporting.
  • Experience with crime prevention progrmas, procedures and practices, as well as safety training administration.

Working Conditions and Physical Effort

  • No or very limited physical effort required.
  • No or very limited exposure to physical risk.
  • Work is normally performed in a typical interior/office work environment.

The University of New Mexico provides all training required by OSHA to ensure employee safety.
