Summary

Within the Division of Human Resources, provides advice and guidance to University employees, students, and retirees regarding benefits. Participates in the design and review of individual benefit plans and/or programs. Coordinates the preparation and implementation of communication and educational programs and materials. Performs complex reconciliations of benefits-related data and external billing. Researches and resolves complex, non-routine problems. Participates in the development of new or revised benefits policy recommendations. Ensures compliance with various University and division-level policies, procedures, and guidelines, as well as applicable federal and state laws.

Duties and Responsibilities

  1. Develops and monitors reports to ensure efficient administration of self-insured medical, dental, and prescription drug benefit plans, and/or absence management programs and benefits.
  2. Utilizes internal and external data to complete annual regulatory reporting related to administering benefits.
  3. Responsible for ensuring all benefit materials and processes are consistent and in compliance with UNM policy, federal, and state regulations.
  4. Utilizes internal leave program and/or benefits reports and external vendor reports/systems for the purpose of reconciling eligibility and billing, working with internal and external partners to resolve discrepancies.
  5. Participates in the investigation and resolution of complex, non-routine problems; serves as primary liaison with insurance carriers, third party administrators, and/or regulatory bodies in the resolution of specific concerns.
  6. Creates departmental communications to include benefit rate changes, plan changes, and education materials, providing support in educating employees, students, and retirees on UNM benefits. Provides input into design, implementation, and/or modification of documentation, as appropriate.
  7. Leads problem resolution for day-to-day concerns and operational issues. Provides a wide range of operational and administrative interpretation and consultation to internal and external stakeholders regarding policies, procedures, services, and regulatory requirements and best practices within a specified area.
  8. Coordinates the review and development and/or modification of department operating procedures and systems, to include automated systems; provides input into the development and modification of operating policies.
  9. May supervise, lead, train, provide technical support, and coordinate the activities and coverage of staff performing related work.
  10. Performs miscellaneous job-related duties as assigned.

Minimum Job Requirements

  • High school diploma or GED; at least 6 years of experience directly related to the duties and responsibilities specified.
  • Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.

Knowledge, Skills and Abilities Required

  • Strong interpersonal and communication skills and the ability to work effectively with a wide range of individuals and constituencies in a diverse community.
  • Skill in developing policy and procedure documentation.
  • Ability to resolve difficult or stressful customer service issues.
  • Ability to make independent administrative and procedural decisions and judgments on sensitive, confidential issues.
  • Ability to gather data, compile information, and prepare reports.
  • Knowledge of mathematics.
  • Skills in the use of database management, word processing, spreadsheet, and/or presentation software.
  • Knowledge and understanding of benefits principles, practices, procedures, and documentation.
  • Knowledge of state and federal laws pertaining to benefits, COBRA, IRS Section 125, and FMLA.
  • Knowledge of insurance carrier procedures and requirements.
  • Knowledge of computerized human resources and payroll systems.
  • Knowledge of open enrollment systems and procedures.
  • Ability to analyze and develop creative solutions to complex benefits issues.
  • Ability to provide leadership in technical and operational problem identification and resolution.
  • Group communication and presentation skills.

Conditions of Employment

  • Employees who provide services or work in patient care or clinical areas are required to be in compliance with the University's influenza vaccination requirement.
  • Must pass a pre-employment criminal background check.

Working Conditions and Physical Effort

  • No or very limited physical effort required.
  • No or very limited exposure to physical risk.
  • Work is normally performed in a typical interior/office work environment.
