Summary

Provides generalist human resources services associated with Faculty Executives and Faculty within core areas of the university, such as: Academic Affairs Division, including branch campuses; Health Science Center Faculty Contracts; School of Medicine Faculty Affairs. Provides advice and assistance to client constituents on faculty employment activity related to recruitment, hiring, contracting, and other faculty employment activity and services in accordance to university policies, regulations, and procedures for Faculty in all academic, research, and clinical components of the university. Provides consultative direction to academic units on best practices specific to Faculty employment activity and participates in process improvements, training and educational programs related to Faculty employment processes and policies, as appropriate.

Duties and Responsibilities

  1. Provides advice and guidance to faculty and administrators on the interpretation and application of institutional policies, practices, and procedures related to faculty affairs and on issues related to faculty employment activity such as conditions of employment, and contractual arrangements.
  2. Provides academic leadership and faculty with guidance and expert interpretation in processing and evaluating leave requests, such as FMLA and other relevant Faulty Leave Policies, compliance with ADA, and other related regulations and internal policies and/or procedures. Conduct an analysis on how the leave will impact the faculty's status within the department, including promotion and tenure timeframe, workload, benefits, and compensation. Provides findings to academic leadership that includes a review of compliance with academic policies, procedures and relevant state and federal laws and regulations.
  3. Analyzes and produces written correspondence related to sensitive and confidential employment activity to support academic leadership with evaluating grievances and challenges associated with employment and/or academic decisions related to faculty and/or students to ensure compliance with faculty governance, federal and state laws and regulations. Gathers and evaluates relevant information to assist academic leadership with processing grievances in order to a final determination to be made and also assures parties are aware of appeal venues.
  4. Serves as the point of contact for academic units, faculty and postdocs regarding compliance with immigration requirements. Conducts analysis of existing faculty and postdoc to ensure compliance with immigration regulations and assists academic leadership with processing new hires and existing faculty visas. Reviews and collects data for legal or risk management analyses, studies, and monitoring related to organizational compliance with laws and regulations. Participates in the performance of root-cause analysis in addressing complex issues related to employment eligibility with academic leadership and the Office of University Council.
  5. Consults and advises hiring officials in the planning, approval, and implementation of faculty recruitment strategies. Evaluates and approves the posting process (includes actual posting to the web), certifies applicant pool and hire to determine if process is compliant with hiring guidelines, policies, state and federal regulations. Must conduct analysis to ensure that request is in line with recognized faculty appointments pursuant to the Faculty Handbook, as well as with approved hiring plans and compensation guidelines establish within each college/school/branch campus based on discipline specific criteria and similarly situated individuals.
  6. Reviews, analyzes, and approves faculty compensation related to various assignments outside the scope of their faculty appointment to ensure compliance with faculty policies and procedures. Provides advise on various assignments that faculty perform, such as teaching overload, summer research, summer administration, and/or other academic and/or non-academic compensation to ensure compliance with guidelines as defined in the faculty handbook.
  7. Researches current legislation and regulations; develops material for educational programs and/or for the formulation of the university policies and procedures associated with faculty issues within higher education. Participates in planning and developing strategies for controlling risk exposure related to compliance for the university.
  8. Researches, analyzes, and reports on complex issues involving faculty employment activity such as hiring, compensation, tenure, promotion, sabbatical leave and/or other leave; researches and assesses policies and conventions related to data integrity and reporting.
  9. Conducts academic departmental compliance audits to evaluate and determine if unit is compliant with faculty governance, including records retentions, equity and/or performance reviews. Prepares interpretive reports for academic leadership based on findings and recommends that include appropriate solutions or actions.
  10. Researches and assists with the development of programs designed to enhance the image of the university as an equal opportunity and affirmative action employer and educator. Develops and assists with re-designing or re-engineering processes that better support university constituents and university strategic goals and objectives.
  11. Creates, produces, and delivers a range of promotional, educational, and informational presentations, and/or resource materials related to program activities and initiatives.
  12. Performs miscellaneous job-related duties as assigned.

Minimum Job Requirements

  • Bachelor's degree; at least 3 years of experience directly related to the duties and responsibilities specified.
  • Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.

Knowledge, Skills and Abilities Required

  • Strong interpersonal and communication skills and the ability to communicate with and work effectively with a wide range of constituencies in a diverse community.
  • Ability to gather data, compile information, and prepare reports utilizing advance excel.
  • Knowledge of and skill in entering sensitive and confidential HR data into HRIS in accordance to human resources processes, procedures, and documentation, as applicable to a public institution.
  • Ability to make administrative and procedural decisions and judgements on sensitive, confidential issues.
  • Knowledge of enterprise resource planning systems.
  • Strong records maintenance skills.
  • Skill in use of personal computers and related software applications.
  • Ability to interpret and analyze informational needs, and provide technical advice and guidance in area of specialty.
