Summary

Directs and oversees the administration of all financial services accounting and treasury operations for the University's Main Campus enterprise and its various component operations. Oversees and coordinates the establishment and administration of all accounting and management reporting, fiscal 'planning and analysis, and internal fiscal operations, systems, and controls for the organization to include Main Campus, branch campuses and non-medical educational centers. Reports directly to the University Controller.

Duties and Responsibilities

  1. Establishes and carries out the mission statement of the Financial Services Division on the Main Campus; formulates goals and objectives for Main campus in accordance with the overall mission and goals of all of the Financial Services Division.
  2. Directs, oversees, and ensures coordination of the overall activities of the various operational units reporting to this position.
  3. Designs an organizational structure to effectively accomplish the division's overall goals and oversees the management of Main Campus Financial Services accounting and treasury personnel, to include work allocation, training, and problem resolution; evaluates performance, makes decisions for personnel actions, and motivates employees to achieve peak productivity and performance.
  4. Directs the development, preparation, and interpretation of institutional financial reports and statements, audit reports, and other information reports and correspondence, ensuring accuracy and integrity of reporting, and compliance with all relevant Federal, State, and local laws, as well as applicable University policy.
  5. Reviews and analyzes major contractual obligations of the institution to ensure consistency with overall financial goals, objectives, and plans, and compliance with University financial policies, procedures, and standards.
  6. Establishes and implements short- and long-range organizational goals, objectives, strategic plans, policies, and operating procedures; monitors and evaluates programmatic and operational effectiveness, and effects changes required for improvement.
  7. Serves as a member of the University's financial leadership team, participating in long-range fiscal planning and goal setting for the institution, and in the design and establishment of strategic financial services and reporting policies and practices.
  8. Participates with the University Controller and as appropriate, other senior UNM leadership in institutional planning, policy development, and problem resolution.
  9. Directs and oversees the planning, design, implementation, and support of financial systems, related policies, and processes needed to identify and manage the revenue and expenditures of the organization and its various components.
  10. Reviews current accounting systems, processes, and procedures to ensure they are in compliance with audit requirements, applicable statutes, regulations, and policy guidelines; makes recommendations and ensures implementation of necessary corrective action, policy improvements, and/or procedural changes, as appropriate.
  11. Directs the development and implementation of integrated financial models that support the overall strategic and programmatic objectives of the organization.
  12. Serves as one of the principal organizational contact on strategic financial and accounting issues affecting the UNM Main Campus components; presents and interprets accounting and financial reports for senior management, University leadership, governing boards, and external constituencies.
  13. Provides leadership, oversight, and support to all Main Campus components with regard to implementation of new fiscal practices and efficient control and utilization of financial resources.
  14. Plans, develops, and implements strategies for generating resources and/or revenues for the organization.
  15. Performs miscellaneous job-related duties as assigned.

Minimum Job Requirements

  • Bachelor's degree in Accounting, Business Administration, or related field; at least 10 years of experience directly related to the duties and responsibilities specified. Certification/Licensure: Certified Public Accountant (CPA).
  • Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.

  • Skill in program planning, examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures at an institute of higher education.
  • Demonstrated organizational and management skills.
  • Skill in the use of software to quantify and illustrate complex financial reports, comparisons, impacts, and/or projections.
  • Ability to supervise and train employees including organizing, prioritizing, and scheduling work assignments; evaluating performance; and mentoring and coaching employees to achieve maximum productivity.

Conditions of Employment

  • Employees in this job title are subject to the terms and conditions of an employment contract. Employment contracts are typically subject to review and renewal on an annual basis.
  • Must maintain CPA certification.
  • Employees who provide services or work in patient care or clinical areas are required to be in compliance with the University's influenza vaccination requirement.

Working Conditions and Physical Effort
