Summary

Directs the integrated pre-award contracts and grants function for the University of New Mexico Health Sciences Center or Main Campus/branch campuses. Provides high-level direction, leadership, and consultation to faculty investigators and staff in support of funded research pre-award efforts. Oversees and provides leadership in the negotiation and execution of complex Federal research or clinical contracts, to include biomedical and/or human subject research contracts. Directs and coordinates the resolution of award-related administrative and operational issues among internal and external stakeholders.

Duties and Responsibilities

  1. Directs, coordinates, and oversees the pre-award review and approval process for funded research, clinical trials, and related programs, ensuring compliance with Federal regulations and guidelines and University policy governing the administration of biomedical and/or human subject research.
  2. Directs and oversees the provision of assistance to researchers in the development of competitive proposals and the pre-award administration of research projects; provides authoritative direction to faculty, staff, and administrators regarding funding strategies, rules, regulations, and policies.
  3. Serves as principal source of consultation and expertise to the enterprise with respect to clinical and/or research contract planning, development, interpretation, implementation, and maintenance.
  4. Represents the organization to external agencies and constituencies in the negotiation of major medical and/or other scientific research contracts; and clinical trial and other research contracts.
  5. Oversees all facets of the daily operations of the organizational unit, ensuring compliance with all relevant laws, regulations, policies, and operating agreements.
  6. Develops or assists with the development and implementation of policies and procedures consistent with those of the organization to ensure efficient and safe operation of the unit.
  7. Oversees the supervision of personnel, which includes work allocation, training, promotion, enforcement of internal procedures and controls, and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance.
  8. Identifies, analyzes, and evaluates contractual compliance issues as they arise; resolves or facilitates resolution of compliance-related problems among constituencies as appropriate.
  9. Performs miscellaneous job-related duties as assigned.

Minimum Job Requirements

  • Bachelor's degree; at least 8 years of experience directly related to the duties and responsibilities specified.
  • Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.

Knowledge, Skills and Abilities Required

  • Knowledge of public services contracting and pre-award processes, including all associated regulations and guidelines.
  • Demonstrated ability to lead and manage major, high-impact medical and/or scientific research contract and grant negotiations.
  • Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures.
  • Knowledge of federal and state laws and regulations pertaining to human subject research contracts.
  • Demonstrated ability to plan, lead, and conduct complex, high-level contract negotiations.
  • Ability to create, evaluate, and modify complex medical and/or scientific research contracts.
  • Ability to supervise and train employees, to include organizing, prioritizing, and scheduling work assignments.

Conditions of Employment

  • Employees who provide services or work in patient care or clinical areas are required to be in compliance with the University's influenza vaccination requirement.

Working Conditions and Physical Effort

  • No or very limited physical effort required.

  • Work is normally performed in a typical interior/office work environment.
