Summary
Under the general direction of the Vice President for Institutional Support Services, directs the planning and administration of Facilities Management, Facilities Design & Construction, and Utility Services. Directs and oversees the maintenance, operations, and housekeeping of all facilities and grounds, and the utilities systems. Advises the administration on all institutional policies and procedures related to the management of the physical resources of the University. Provides strategic direction and guidance to departmental leaders to ensure overall organizational success. Represents the various organizations to senior administration, external organizations, government agencies, and other key internal and external constituents.
Duties and Responsibilities
Provides integrative leadership and direction of Facilities Management, Facilities Design & Construction, and Utility Services
Oversees all facets of facility management including facilities maintenance, trade inspections, custodial services, grounds and landscaping, engineering, special activities, sign shop, and recycling programs.
Provides leadership, oversight, and direction on energy management strategies and capital project design and construction across UNM campuses, ensuring consistent project delivery practices and strong collaboration with other project implementation teams.
Ensures construction projects adhere to campus design standards and guidelines, following Regent policy on campus architectural style.
Oversees all capital appropriation reporting and expenditures and provides oversight of capital project budgets ensuring and enforcing compliance with New Mexico legislation.
Advises administration on all institutional policies and procedures related to the management of the physical resources of the University.
Develop and oversees operational budgets and ensures fiscal control for all activities across the organizational unit; performs long-range financial and business planning, develops metrics to measure the ongoing status of the unit, and develops and prepares monthly operating reports.
Prepares and provides a range of analytical and operational reports to senior University administration and/or the Board of Regents pertaining to significant programs, developments, and issues related to the position's areas of operational concern.
Develops and promotes priorities for the University's capital renewal and replacement needs as they relate to the support of plant maintenance and improvements.
Serves as principal liaison with senior University officials on strategic matters of policy, interdivisional interaction, capital projects, and capital development, improvement, and management.
Represents the University to various institutional advisors, governmental agencies, and media and/or a range of constituencies within the community at large.
Designs, establishes, and maintains an organizational structure and staffing to effectively accomplish the organization's goals and objectives; oversees recruitment, training, supervision, and evaluation of unit staff.
Performs miscellaneous job-related duties as assigned.
Minimum Job Requirements
Bachelor's degree; at least 10 years of experience directly related to the duties and responsibilities specified.
Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.
Knowledge, Skills and Abilities Required
Demonstrated knowledge in providing systemwide leadership over all facilities maintenance, operations, housekeeping of all facilities and grounds, and utilities systems.
Advanced knowledge of knowledge of state and federal laws, rules, and procedures concerning environmental and occupational safety and health requirements.
Demonstrated ability in leading operational change through developing and streamlining processes and systems with a commitment to continuous improvement.
Demonstrated ability to provide leadership in the administration, management, and coordination of long-range facilities.
Strong interpersonal and communication skills and the ability to work effectively with senior institutional leadership and a wide range of constituencies in a diverse community.
Strong oral and written communication skills and the ability to develop and deliver effective presentations.

Conditions of Employment
Must obtain a valid New Mexico driver's license within 90 days from date of hire.
Employees in this job title are subject to the terms and conditions of an employment contract. Employment contracts are typically subject to review and renewal on an annual basis.
