Summary
Within the Health Sciences Center, reporting to the Vice President of HSC Finance and Administration, provides strategic leadership, operational and fiscal oversight for the HSC Rio Rancho Campus. Establishes long-term goals, implementing policies, and ensuring compliance with regulatory standards, quality improvement, and workforce development initiatives. Collaborates with internal and external stakeholders to support campus growth, represents the University on various platforms, and manages vendor contracts and student support programs.
Duties and Responsibilities
Provides strategic leadership, direction, and management for the day-to-day operational activities of the HSC Rio Rancho Campus, programs, communications, fiscal operations, and other applicable functions.
Establishes and implements short- and long-range organizational goals, objectives, strategic plans, policies, and operating procedures; monitors and evaluates programmatic and operational effectiveness, and effects changes required for improvement.
Manages fiscal administration for the unit, including but not limited to budgets, funding, grants, contracts, payroll, employment, travel, and/or purchasing.
Collaborates with internal and external stakeholders in strategic planning and development efforts to support campus and university growth, aligning initiatives with institutional goals and community needs.
Oversees all operational and administrative processes to ensure compliance with all relevant state and federal laws and regulations, university policies, and agency policies and procedures.
Plans, develops, and implements recruitment, retention, and pipeline strategies to increase the health workforce to serve the population and/or region, as appropriate.
Maintains organizational structure and oversees the supervision of personnel, which includes work allocation, training, promotion, enforcement of internal procedures and controls, and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance.
Serves as a liaison with internal and external constituencies on all matters relating to program activities; represents the University with respect to program activities on a local, regional, and/or national basis.
Manages and oversees the establishment and administration of contractual arrangements and leased properties with external vendors.
Participates in programs and processes intended to identify, implement, and improve solutions for student needs on HSC Rio Rancho Campus.
Serves as Campus Security Authority as outlined by the Clery Act.
Performs miscellaneous job-related duties as assigned.
Minimum Job Requirements
Bachelor's degree; at least 7 years of experience directly related to the duties and responsibilities specified.
Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.
Knowledge, Skills and Abilities Required
Strategic planning and advanced leadership skills.
Administrative, operations, and property management skills.
Effective written and oral communications skills and extensive knowledge of fiscal and personnel management principles.
Thorough knowledge and understanding of the mission, goals, objectives, and operational infrastructure of an integrated health science center.
Knowledge of financial planning and budget management principles, policies, laws, and regulations, as applied to government institutions.
Demonstrated understanding of compliance systems and controls in a healthcare setting.
Knowledge and understanding of workforce planning and staffing principles, concepts, and strategies.
Ability to build and sustain effective partnerships with clients, sponsors, peers, stakeholders, collaborators, community and oversight organizations
Ability to establish and implement short-and-long range department, goals, policies, and operating procedures; monitors and evaluates program effectiveness; effects changes required for improvement.
Strong problem solving, analytical and decision making skills.
Ability to serve as a representative at community or business functions.
Conditions of Employment
Employees in this job title are subject to the terms and conditions of an employment contract. Employment contracts are typically subject to review and renewal on an annual basis.
Employees who provide services or work in patient care or clinical areas are required to be in compliance with the University's influenza vaccination requirement.
