Summary

Single incumbent position that serves as a member of the Health Sciences Center (HSC) Finance and Administration leadership team and is responsible for directing, developing and implementing effective organizational and leadership strategies for the respective units within the HSC Administration. Oversees general operations, strategic planning and implementation of assigned HSC initiatives. Plans, develops, and recommends policies and standards of practice to ensure that division operations efficiently support the overall mission, goals, and strategic objectives.

Duties and Responsibilities

  1. Directs and coordinates all administrative functions and ensures compliance with university policy and processes for all HSC Administrative units; provides administrative guidance and support to all units reporting within the HSC Administration. Oversees requests from external Colleges/Schools/Divisions within VP HSC, as assigned by the VP of HSC Finance and Administration.
  2. Participates in operational, administrative, and strategic planning and decision-making regarding the various HSC units; oversees human resources, talent management planning, major and minor project planning, and internal and external compliance across the HSC Administration, represents the division in various university processes including strategic, personnel, and budget planning.
  3. In collaboration with the Division of Human Resources, leads and coordinates departmental planning, implementation, and administration of HR services, to include day-to-day personnel management needs and strategic talent management initiatives.
  4. Provides strategic guidance and consultation to the HSC VP for Finance and Administration on a wide range of administrative and operational issues, including matters of policy, interdivisional interactions, compliance, talent management strategy, workforce and succession planning and talent development needs.
  5. Provides consultation and professional support to senior leadership across the HSC in the execution of organizational planning and development studies; performs activities such as strategic personnel planning, process consultation, and management skills coaching.
  6. Participates in strategic project planning and oversees project tracking for the HSC VP for Finance and Administration; interacts with internal and/or external constituents as appropriate in the development and administration of projects and programs. Ensures staff/stakeholders are kept appropriately informed of project activities and approaching deadlines.
  7. Serves as the HSC Administration lead on the annual planning, assessment, evaluation, and effectiveness process; ensures that planning, assessment, evaluation, and effectiveness measures are consistent, high-quality, and executed on.
  8. Advises and provides administrative guidance to the HSC VP of Finance and Administrative leadership team and other components units on a wide range of business, operational, and personnel matters.
  9. Leads division-level committees or initiatives to enhance the support, development, cohesiveness, and success of division staff. Serve as the HSC VP for Finance and Administration's designee on various departmental, divisional, and University policy-making committees, as assigned.
  10. Monitors and oversees all escalated staffing and employee relations issues; serves as liaison on legal issues and makes or participates in staffing decisions in the absence of or on behalf of the HSC VP for Finance and Administration, as necessary.
  11. Manages and administers a diverse team of professional/technical and support staff.
  12. May serve as Campus Security Authority as outlined by the Clery Act.
  13. Cleans, breaks down, and stores laboratory equipment, facilities, and supplies after completion of laboratory exercises, as required.

Minimum Job Requirements

  • Bachelor's degree; at least 7 years of experience directly related to the duties and responsibilities specified.
  • Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.

Knowledge, Skills and Abilities Required

  • Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community.
  • Skill in the use of personal computers and related software applications.
  • Ability to gather data, compile information, and prepare reports.
  • Ability to identify and implement effective solutions to complex human resources issues in compliance with federal, state, and local laws as well as UNM policies and procedures.
  • Knowledge of employee recruitment and employment principles, procedures, standards, and documentation.
  • Skill in organizing resources and establishing priorities.
  • Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures.

Working Conditions and Physical Effort
