Summary
Single incumbent position reporting directly to the Executive Vice President for Finance and Administration (EVPFA) that is responsible for coordinating, developing, and implementing effective organizational and leadership strategies for the respective units within Finance and Administration. Oversees general operations, strategic planning, and implementation of assigned EVPFA initiatives. Plans, develops, and recommends policies and standards of practice to ensure that division operations efficiently support the overall mission, goals, and strategic objectives.
Duties and Responsibilities
Directs and coordinates all administrative functions and ensures compliance with university policy and processes for all EVPFA areas; provides administrative guidance and support to all units within Finance and Administration.
Participates in operational, administrative, and strategic planning and decision-making regarding the various Finance and Administration units; oversees human resources, facilities, and space allocations/planning initiatives, major and minor project planning, oversight of capital expenditures, internal and external compliance, and reporting for Finance and Administration; represents the division in various university processes including strategic, personnel, and capital planning.
Provides strategic guidance and consultation to the Executive Vice President for Finance and Administration on a wide range of administrative and operational issues, including matters of policy, fiscal management, interdivisional interactions, compliance, capital development, and special projects.
Participates in strategic project planning and oversees project management for the EVPFA; interacts with internal and/or external constituents as appropriate in the development and administration of projects and programs. Ensures staff/stakeholders are kept appropriately informed of project activities and approaching deadlines.
Develops and administers budgets, projections, related reports, and performs periodic cost-effectiveness analyses for Finance and Administration units.
Serves as the primary liaison for the EVPFA with University officials, community leaders and other internal and external members on operational matters pertaining to the Regents' Finance and Facilities Committee.
Advises and provides administrative guidance and support to the EVPFA leadership team and other component units on a wide range of business, financial, personnel, and facility matters.
Serves as the EVPFA's designee on various departmental, divisional, and University policy-making committees.
Monitors and oversees all escalated staffing and employee relations issues; serves as liaison on legal issues and makes or participates in staffing decisions in the absence of or on behalf of the Executive Vice President for Finance and Administration, as necessary.
Manages and administers a diverse team of professional/technical and support staff.
May serve as Campus Security Authority as outlined by the Clery Act.
Performs miscellaneous job-related duties as assigned.
Minimum Job Requirements
Bachelor's degree; at least 7 years of experience directly related to the duties and responsibilities specified.
Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.
Knowledge, Skills and Abilities Required
Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community.
Skill in the use of personal computers and related software applications.
Ability to gather data, compile information, and prepare reports.
Knowledge of university and/or public institution budgeting and funding procedures, standards, and documentation requirements.

Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures.

Ability to supervise and train employees, to include organizing, prioritizing, and scheduling work assignments.
Knowledge of organizational structure, workflow, and institutional operating procedures.
Knowledge of college and university human resources systems.
