Summary

Under indirect supervision, oversees projects, services, and initiatives designed to expand participating providers and contracted sites within the locum tenens program. Serves as primary liaison with a range of external partners to support programmatic success. Ensures overall program quality and continuous improvements.

Duties and Responsibilities

  1. Participates in and/or leads the development and implementation of strategic plans, policies, and procedures; establishes and implements short and long-range organizational goals and objectives.
  2. Identifies and assesses new business opportunities for the program and makes strategic recommendations to senior management regarding possible business development initiatives.
  3. Provides advice and consultation to leadership in the development, implementation, and evaluation of modifications and enhancements to existing operations, systems, and procedures.
  4. Monitors and evaluates programmatic and operational effectiveness, and effects changes required for improvement.
  5. Supervises programs to enhance recruitment, retention, and success of locum tenens to ensure adequate coverage across all contracted sites.
  6. Designs, establishes, and maintains an organizational structure and staffing to effectively accomplish the organization's goals and objectives.
  7. Supervises personnel which typically includes recommendations for hiring, dismissing, performance evaluation, training, work allocation, and problem resolution.
  8. Develops and manages annual budgets for the unit and performs cost and productivity analyses; plans, develops, and implements strategies for generating resources for the department.
  9. Collaborates with internal and external stakeholders to advance unit initiatives. Represents the unit on committees, working groups, and collaborative efforts as assigned.
  10. Formulates, negotiates, establishes, and administers complex, integrated, high-value contractual arrangements for locum tenens and specialty extension services; evaluates and monitors contractor performance to determine necessity for amendments or extensions to contracts and compliance to contractual obligations.
  11. Creates and analyzes price proposals, financial reports, and other data to determine reasonableness of prices: reviews and interprets contract provisions to achieve cost efficiencies and reductions where feasible.
  12. Analyzes operational and administrative systems throughout the organization and develops integrated reports used to evaluate operational/administrative effectiveness and efficiency.
  13. Responsible to perform the annual Fair Market Value Analysis.
  14. Performs miscellaneous job-related duties as assigned.

Minimum Job Requirements

  • High school diploma or GED; at least 9 years of experience directly related to the duties and responsibilities specified.
  • Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.

  • Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures.
  • Ability to make administrative and procedural decisions and judgments on sensitive, confidential issues.
  • Knowledge of financial/business analysis techniques; strong spreadsheet skills
  • Skill in budget preparation and fiscal management.
  • Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community.

Conditions of Employment

  • Must pass a pre-employment criminal background check.
  • Employees who provide services or work in patient care or clinical areas are required to be in compliance with the University's influenza vaccination requirement.
  • May be required to submit immunization records for review for required vaccines and TB testing.

Working Conditions and Physical Effort

  • No or very limited physical effort required.
  • No or very limited exposure to physical risk.
  • Work is normally performed in a typical interior/office work environment.
