Summary

Manages, plans, and oversees the administrative, financial, operational, and strategic functions of a college within the University of New Mexico, Health Sciences Center (HSC). Reporting directly to the Dean, this high authority position serves as the top staff administrator within the college, providing executive-level multidisciplinary leadership, oversight and support. Oversees compliance with policies, procedures, and regulations of the University and affiliated organizations, ensuring a high-functioning operational infrastructure to support the college's clinical, educational, and research missions as well as the University's broader goals related to workforce development. This is a single incumbent position.

Duties and Responsibilities

  1. Oversees the administrative, financial, human resources management, and multidisciplinary operational functions of an HSC college, providing support to both faculty and staff. Operational functions may also include information technology, facilities, marketing & recruitment, development, and areas of student affairs as appropriate.
  2. Directs, manages and oversees strategic financial planning, budgeting, and resource allocation, including pre- and post-award funds, budget, and reserves. Monitors the college's financial health, fiscal policy, and financial sustainability; collaborates with university financial services regarding fiscal controls and policies.
  3. Serves as a primary liaison with internal and external constituencies on a wide range of administrative, fiscal, and programmatic issues on behalf of the Dean, including Government Relations liaison work as appropriate; represents the Dean at meetings and other functions as requested. Functions as the primary liaison between the College and HSC Administration.
  4. Establish short- and long-term strategic and operational plans and goals that support the College's mission-centric academic, research, and clinical departments, programs, and services.
  5. Leads and/or coordinates the development and implementation of college initiatives and/or programs. Collaborates with departments to support and advance clinical, research, and educational initiatives.
  6. Engages in the development, monitoring, and performance of new revenue streams and conducts financial analyses related to program expansion and projections in support of workforce development often requiring the synthesizing broad ranges of data related to the organization's interconnected systems and functions.
  7. Directs the collection, analysis, and presentation of data to inform decision-making, including financial forecasts, operational trends, and mission related outcomes.
  8. Identifies, troubleshoots, and resolves operational and administrative issues, develops systems to monitor operational functions, and regularly evaluates administrative systems and services; oversees and directs response to internal audit inquiries across various business functions, including HR, Finance, Accounting, and IT.
  9. Supervises unit employees, including recruitment and selection, performance appraisals, scheduling, training, employee development, disciplinary actions, and conflict mediation; develops procedures and assigns work tasks to improve efficiency.
  10. Researches, analyzes, compiles, and/or completes information such as operational expenses, salaries, student profiles/assessments, enrollments, student costs, and/or curriculum for various surveys and/or accreditation reviews, as appropriate.
  11. Interprets, recommends, and/or implements University and College policies, procedures, and guidelines. Serves as a principal liaison between the college and university administration, representing the college on various subcommittees, task forces, and working groups including policy-making committees; ensures that administrative, fiscal and human resources practices comply with university regulations, policies, and appropriate laws.
  12. Oversees and coordinates physical building(s), facilities maintenance and improvement, and capital improvement projects. Oversees space allocation and management processes.
  13. Performs miscellaneous job-related duties as assigned.

Minimum Job Requirements

  • Bachelor's degree: at least 10 years of experience that is directly related to the duties and responsibilities specified.
  • Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.

Knowledge, Skills and Abilities Required

  • Advanced knowledge of operational management systems, including clinical, research, and educational infrastructures within higher education.
  • Expertise in strategic financial modeling, clinical operations, and grant/project management to support complex, mission-driven organizations.
  • Ability to lead interdisciplinary teams in the execution of large-scale cross-organizational operations that align with college and institutional missions.
  • Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community.
  • Knowledge of healthcare and clinical education trends, accreditation standards, and workforce development strategies.
  • Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures.
  • Excellent written, oral, and electronic communication skills.
  • Ability to make administrative/procedural decisions and judgments.
  • Skill in budget preparation and fiscal management.
  • Knowledge of finance, accounting, budgeting, and cost control procedures.
  • Ability to gather data, compile information, and prepare reports.
  • Skill in the use of personal computers and related software applications.
  • Knowledge of college and university human resources systems.
  • Ability to interpret, adapt, and apply guidelines and procedures.
  • Ability to supervise and train employees, to include organizing, prioritizing, and scheduling work assignments.

  • Employees in this job title are subject to the terms and conditions of an employment contract. Employment contracts are typically subject to review and renewal on an annual basis.
  • Employees who provide services or work in patient care or clinical areas are required to be in compliance with the University's influenza vaccination requirement.

Working Conditions and Physical Effort
