Summary

Under general direction, provides direction, management and leadership in the administration of all aspects of insurance and claims for the University. Oversees the planning and development of information systems and data in support of insurance claims and policy management. Plans and implements directions, strategies and procedures for meeting department goals, and serves as principal point of contact and liaison with internal and external constituencies on all insurance and claims functions.

Duties and Responsibilities

  1. Directs and oversees the planning, development and administration of all insurance and claims activities of the organization.
  2. Directs and oversees the planning and management of the University's Workers Compensation program.
  3. Develops and maintains the University real property inventory for insurance purposes and premium development.
  4. Develops and manages the liability, property and workers compensation claims program.
  5. Oversees all facets of the daily operations of the organizational unit, ensuring compliance with the University, state, and federal laws, policies, and regulations.
  6. Reviews on-going campus needs for insurance and coordinates economic acquisition and provisions of insurance; makes recommendations and participates in the planning and provisions of new insurance services.
  7. Oversees the coordination of providing information to claimants, University representatives, adjusters, attorneys and insurance companies.
  8. Oversees and manages the collection and maintenance of claims data and records; develops and provides regular and ad hoc reports for the analysis of loss data, together with recommendations regarding loss control and prevention initiatives.
  9. Oversees the supervision of personnel, which includes work allocation, training, promotion, enforcement of internal procedures and controls, and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance.
  10. Oversees the tracking and maintenance of accurate data on certificates of insurance, property and vehicle inventories and valuations for insurance purposes and makes changes or recommendations for changes as needed.
  11. Coordinates and conducts campus-wide Risk Management training sessions, as appropriate.
  12. Develops or assists with the development and implementation of policies and procedures consistent with those of the organization to ensure efficient and safe operation of the unit.
  13. Assists with the development and management of annual operating budgets for the unit.
  14. Represents the organization at various community and/or business meetings, committees, and task forces; promotes existing and new programs and/or policies.
  15. Performs miscellaneous job-related duties as assigned.

Minimum Job Requirements

  • Bachelor's degree; at least 5 years of experience directly related to the duties and responsibilities specified.
  • Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.

Knowledge, Skills and Abilities Required

  • Knowledge of faculty and/or staff hiring procedures.
  • Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures.
  • Skill in organizing resources and establishing priorities.
  • Skill in budget preparation and fiscal management.
  • Knowledge and understanding of the principle and procedures for the investigation and processing of casualty/liability/workers compensation insurance claims.

  • Knowledge of policy procedural requirements for the pursuance of subrogation and for the handling of recovery/subrogation checks.
  • Knowledge of budget preparation, cost estimating, monitoring, and fiscal management principles and procedures.

Conditions of Employment

  • Possession of a valid New Mexico driver's license is a requirement for this job.
  • Employees in this job title are subject to the terms and conditions of an employment contract. Employment contracts are typically subject to review and renewal on an annual basis.

Working Conditions and Physical Effort

  • No or very limited physical effort required.

  • Work is normally performed in a typical interior/office work environment.
