Summary
Develops and implements waste reduction, recycling, and other resource conservation policies, systems, procedures, and practices that align with University priorities. Designs and promotes University-wide environmental stewardship programs, activities, and initiatives, and provides direction and leadership to internal and external constituencies on waste resource management and reduction. Ensures University compliance with requirements mandated by relevant Federal, State, and local agencies.
Duties and Responsibilities
Develops, implements, and monitors comprehensive recycling, composting, bulb and battery hazardous waste management, and other related resource conservation programs, ensuring compliance with relevant regulations and University standards.
Serves as the primary liaison for the University with external agencies, including but not limited to the Albuquerque Solid Waste Department, the New Mexico Recycling Coalition, Bernalillo County Planning and Development Department, and the New Mexico Environment Department Solid Waste Bureau.
Supervises personnel, which includes work allocation, training, and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance.
Negotiates contracts for the resale and disposition of recyclables, ensuring the University obtains optimal value while adhering to industry best practices and regulatory requirements. Manages vendor relationships and monitors contract performance.
Designs, plans, and implements campus-wide waste reduction and diversion education and outreach initiatives, engaging the campus community through workshops, events, and informational campaigns to promote sustainable practices.
Manages all purchasing activities for the department, including sourcing, procurement, and vendor selection. Reviews and approves payments to ensure fiscal accountability and alignment with University policies and procedures.
Monitors and tracks labor and material usage through departmental work order systems, ensuring accurate documentation and efficient allocation of resources.
Assists with the development and management of annual operating budgets for the unit.
Manages recycling bin inventory to fulfill campus needs, including capacity, safety, industry standards, and effectiveness.
Performs miscellaneous job-related duties as assigned.
Minimum Job Requirements
Bachelor's degree; at least 3 years of experience directly related to the duties and responsibilities specified.
Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.
Knowledge, Skills and Abilities Required
Advanced knowledge and understanding of pollution prevention, materials recycling, waste management and other resource conservation principles and practices.
Knowledge of Federal, State, and local safety and environmental control regulations, protocols, and procedures.
Ability to supervise and train employees, to include organizing, prioritizing, and scheduling work assignments.
Ability to gather data, compile information, and prepare reports.
Skill in organizing resources and establishing priorities.

Conditions of Employment
Possession of a valid New Mexico driver's license is a requirement for this job.
Must obtain a New Mexico Recycling Facility Operator Certification within twelve (12) months of hire.
Successful candidate must submit to post-offer, pre-employment physical examination and medical history check.
Employees who provide services or work in patient care or clinical areas are required to be in compliance with the University's influenza vaccination requirement.
Working Conditions and Physical Effort
Moderate physical activity. Requires occasional handling of items up to 50 pounds.
Work environment involves some exposure to hazards or physical risks, which require following basic safety precautions.
Work may involve moderate exposure to unusual elements, such as extreme temperatures, dirt, dust, fumes, smoke, unpleasant odors, and/or loud noises.
