Summary

Designs, develops, coordinates, and facilitates the execution of specified projects and initiatives for a major, multifaceted operating entity of the University. Establishes project priorities and schedules, in line with strategic plans and operating objectives. Provides specialized advice, facilitation, and support to management, faculty, staff, and/or students in the development and implementation of effective systems, procedures, programs, and/or practices. May oversee one or more specified key operational or business functions for the unit, as appropriate to individual requirements.

Duties and Responsibilities

  1. Designs and develops project plans to implement new policies, programs and initiatives, and operating processes of strategic significance to the unit.
  2. Organizes and coordinates implementation of project plans to ensure compliance with overall strategic plans, goals and unit objectives, as well as maintenance of optimal operating efficiency within the unit.
  3. Establishes and implements short and long term goals and objectives to ensure that projects are successfully completed in a timely and cost-effective manner, and that the end product is consistent with initial requirements.
  4. Researches and analyzes best methods and practices relative to achievement of specified unit goals and operating objectives; designs and develops alternative systems and procedures, as appropriate to the objectives of the unit.
  5. Develops and drafts proposals and/or collaborative agreements for new and/or revised strategic policies, programs, and/or operating procedures, ensuring compliance with University, state, and federal laws, regulations, policies, and guidelines.
  6. Develops, prepares, and presents program reports; maintains comprehensive program records and statistical information.
  7. Consults, interacts, or collaborates with faculty, other internal/external staff, and/or consultants to facilitate the successful implementation of new or revised policies, programs, and procedures, and to ensure the implementation and administration of program objectives.
  8. As appropriate to the position, oversees one or more core operational and/or programmatic activities for the operating unit, as individually specified by unit leadership.
  9. Performs miscellaneous job-related duties as assigned.

Minimum Job Requirements

  • High school diploma or GED; at least 7 years of experience directly related to the duties and responsibilities specified.
  • Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.

Knowledge, Skills and Abilities Required

  • Skill in the use of personal computers and related software applications.
  • Ability to establish, implement and maintain operating goals and objectives.
  • Skill in the analysis and re-engineering of systems, processes, and procedures.
  • Skill in organizing resources and establishing priorities.
  • Records maintenance skills to include database development and management.
  • Ability to develop, evaluate, and edit the content, structure, and format of a range of written materials.
  • Advanced verbal and written communication skills.
  • Strong interpersonal skills and the ability to effectively communicate with a wide range of individuals and constituencies in a diverse community.
  • Working knowledge and specialist skills in one or more designated core operational areas, such as administrative, business, fiscal, or human resources management.
  • Skill in developing policy and procedure documentation.
  • Advanced skills in project planning and project management.

Working Conditions and Physical Effort

  • No or very limited physical effort required.
  • No or very limited exposure to physical risk.
  • Work is normally performed in a typical interior/office work environment.
