Summary

Under general supervision, performs University policy and procedure research and analysis. As assigned, formulates and edits core institutional policies of University-wide significance and application, and participates in policy development and revision. Integrates and manages University policy information in both electronic and published formats. Provides coordination for multiple policy development and related projects, as assigned.

Duties and Responsibilities

  1. Plans, designs, and conducts policy and procedure research, using multiple research formats; compiles, organizes, and evaluates information necessary to develop and prepare University policy recommendations.
  2. Provides coordination in the planning, development, and implementation of critical special projects associated with the maintenance and enhancement of the University's policy web sites and policy manuals.
  3. Participates in the formulation, development, implementation, and revision of core University policies, utilizing original policy research and analysis, review of federal, state, and University regulations, and comparisons with approaches to resolution of policy issues at other universities.
  4. Participates in development, and performs maintenance, administration, and modification of the University Business Policies and Regents Policies web sites; establishes template formats and logical structures for web pages, and coordinates, integrates, and manages policy information appearing on the sites.
  5. Maintains a broad knowledge of web and internet technology and authoring software pertaining to strategic communication and policy research and development.
  6. Establishes, implements, and maintains effective methods and processes relating to the communication of University policy issues; provides guidance and assistance to the internal and external communities, as appropriate, in the understanding and interpretation of University policies.
  7. Represents the Policy Office on internal and external committees and participates in professional associations and seminars, as appropriate.
  8. Oversees and coordinates the day-to-day administrative and fiscal activities of the office, and serves as the principle point of administrative contact and liaison with internal and external constituencies; advises and supports management on a full range of financial and management issues within the office.
  9. Develops operating goals and objectives for the unit; implements and administers methods and procedures to enhance operations, as appropriate to the unit.
  10. Develops recordkeeping procedures, and manages appropriate records and policy documentation in accordance with applicable regulations, policies, and standards.
  11. Supervises and trains staff and/or students engaged in support activities, as appropriate.
  12. Performs miscellaneous job-related duties as assigned.

Minimum Job Requirements

  • Bachelor's degree; at least 3 years of experience directly related to the duties and responsibilities specified.
  • Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.

Knowledge, Skills and Abilities Required

  • Skill in the use of computers, preferably in a PC, Windows-based operating environment.
  • Advanced verbal and written communication skills and the ability to work with a wide range of constituencies in a diverse community.
  • Records maintenance skills.
  • Ability to evaluate and edit the content, structure, and format of a range of written material.
  • Knowledge and understanding of policy research principles, methods, processes, techniques, and resources.
  • Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures.
  • Ability to analyze and interpret financial data and prepare financial reports, statements and/or projections.
  • Ability to analyze and solve problems.
  • Skill in organizing resources and establishing priorities.
  • Ability to use independent judgment and to manage and impart confidential information.
  • Ability to lead and train staff and/or students.
  • Ability to develop, plan, and implement short- and long-range goals.
  • Knowledge of communication principles, media, and public relations techniques.
  • Skill in the use of word processing, email, spreadsheet, HTML web authoring, and FTP software.
  • Ability to plan, develop, and coordinate multiple projects and events.
  • Knowledge and understanding of current authoring languages, editing and authoring tools, and related website technologies.
  • Legal documentation skills.
  • Office management skills.
  • Knowledge of publishing principles, methods, and processes.

Working Conditions and Physical Effort

  • Work is normally performed in a typical interior/office work environment.
